HomeMy WebLinkAboutReso 30-25 Requesting SLOCOG Complete Roundabout Environmental Phase - signedRESOLUTION NO. 30-25 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MORRO BAY, CALIFORNIA, REQUESTING THE SAN LUIS OBISPO COUNCIL OF GOVERNMENTS TO COMPLETE THE ROUNDABOUT PROJECT ENVIRONMENTAL PHASE T H E C I T Y C O U N C I L City of Morro Bay, California WHEREAS, since 2014 the City has performed project planning and environmental work for the roundabout project at the intersection of State Route 1, State Route 41, and Main Street in Morro Bay; and WHEREAS, the City analyzed the intersection through a Caltrans approved Intersection Control Evaluation (ICE), which determined the roundabout alternative was the Caltrans preferred intersection improvement project; and WHEREAS, the City brought the environmental phase of the roundabout project to approximately 96% completion with all environmental documents in draft form and in final Caltrans review; and WHEREAS, at their meeting on February 25, 2025, the City Council requested a status update on the roundabout project; and WHEREAS, after receiving a project status update at their meeting on April 22, 2025, the City Council directed staff to discontinue work on the roundabout project environmental phase; and WHEREAS, the City Council and community have stated concerns regarding pedestrian and bicycle safety associated with a roundabout at this intersection; and WHEREAS, at the City Council meeting on May 13, 2025, the City Council voted to reconsider their action taken on April 22, 2025, regarding the project; and WHEREAS, finalization of the environmental phase does not address concerns regarding pedestrian and bicycle safety associated with a roundabout at this intersection as those design elements are addressed in the project’s design phase; and WHEREAS, the City has authority over the coastal development permit process and is expected to hear proposed pedestrian and bicycle safety improvements for this project at 60% design at a later time; and WHEREAS, the San Luis Obispo Council of Governments (SLOCOG) is the Regional Transportation Planning Agency (RTPA) for the San Luis Obispo region pursuant to Section 29532 of the Government Code has agreed in concept to fund up to $8 Million of the estimated project cost; and WHEREAS, SLOCOG has adopted, pursuant to Government Code 65080, a Regional Transportation Plan (RTP); and WHEREAS, SLOCOG biennially adopts, pursuant to Government Code Section 65080, a Regional Transportation Improvement Program (RTIP) that is submitted, pursuant to Government Code 14527, to the California Transportation Commission (CTC) and the California Department of Transportation (Caltrans); and WHEREAS, SLOCOG has developed, in cooperation with Caltrans, public transit providers, and local governments, a comprehensive program for funding made available for surface transportation projects and programs; including highways, streets, and roads improvements, bicycle and pedestrian improvements, and transit capital and operations for inclusion in a multi-year capital improvement program called the RTIP; and WHEREAS, SLOCOG’s latest RTIP was approved on August 12, 2024 and included the roundabout project; and WHEREAS, SLOCOG staff in its staff reports to its Executive Committee’s May 14, 2025 meeting, and Technical Transportation Advisory Committee’s and Citizens Transportation Advisory Committee’s May 21, 2025 meetings has indicated an interest in taking over the roundabout project environmental phase with its position to complete the environmental phase of the State Route 1, State Route 41, and Main Street intersection project. NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Morro Bay: 1. The City will not complete the roundabout project environmental phase. 2. The City formally requests SLOCOG take over and complete the roundabout project environmental phase with the understanding that upon completion, Caltrans will act as agency lead on design and construction of the roundabout. 3. The City will transfer development impact fee funding at a not-to-exceed amount of $60,000 to SLOCOG for the completion of the roundabout project environmental phase.
