RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF MORRO BAY, CALIFORNIA,
AUTHORIZING AMENDMENT TO THE CITY’S FISCAL YEAR
2024-25 OPERATING AND CAPITAL BUDGET
T H E C I T Y C O U N C I L
City of Morro Bay, California
WHEREAS, the City of Morro Bay is required to appropriate and expend public funds to
conduct its day-to-day business activities; and
WHEREAS, the City Council adopted the Fiscal Year (FY) 2024-25 Operating and Capital
Budget on June 25, 2024, by Resolution No. 47-24; and
WHEREAS, in February 2025, the City entered into an agreement to transfer administration,
maintenance, and operations of City Transit Services to San Luis Obispo Regional Transit Authority
(RTA), including transfer of non-committed monies; and
WHEREAS, the adopted FY 2024-25 budget did not include a transfer to Pavement
Management Program from the Transit Fund; and
WHEREAS, the Transit Fund balance includes $1,114,558 in unearned revenues, $488,000
of which was intended for the Pavement Management Program; and
WHEREAS, the transfer out of funds from Transit Fund to General Capital Improvement Fund
would result in the Transit Fund actual expenditures to exceed adopted budget; and
WHEREAS, the City Council deems it necessary to amend said budgets.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Morro Bay,
California, authorizes the budget adjustment of $400,000 as a transfer out of the Transit Operating
Fund (301) to the General Capital Improvement Fund (915) for the purposes of contributing to the
Pavement Management Program, as outlined in Table 1.
