MINUTES - MORRO BAY CITY COUNCIL
CLOSED SESSION MEETING
July 1, 2025, 4:00 p.m.
City Hall Conference Room

1. ESTABLISH QUORUM AND CALL TO ORDER
Mayor Wixom called the meeting to order at 4:00 p.m. with all members present.
2. SUMMARY OF CLOSED SESSION ITEMS
3. CLOSED SESSION PUBLIC COMMENT
Mayor Wixom opened public comment for items on the agenda; seeing none, the
public comment period was closed.
4. THE COUNCIL WILL CONVENE IN CLOSED SESSION
4.a PUBLIC EMPLOYEE EMPLOYMENT
Interim City Manager and City Manager pursuant to Government Code
section 54957.
4.b PUBLIC EMPLOYEE EMPLOYMENT
City Attorney pursuant to Government Code section 54957.
5. RECONVENE IN OPEN SESSION
The City Council reconvened in Open Session and Interim City Attorney Schultz
announced that with regard to Interim City Manager appointment, action was
taken that required reporting under the Brown Act. The Council voted 4 -1, with
Council Member Edwards opposed, to appoint Andrea Leuker as Interim City

Manager. With regard to Public Employee Employment of the City Attorney, no
action was taken that required reporting under the Brown Act.
6. ADJOURNMENT
The meeting adjourned at 5:21 p.m.
