MINUTES - MORRO BAY CITY COUNCIL
SPECIAL MEETING OF CITY COUNCIL
July 10, 2025, 5:00 p.m.
Veterans Memorial Hall

1. ESTABLISH QUORUM AND CALL TO ORDER
Mayor Wixom called the meeting to order at 5:00 p.m., with all but Council
Member Landrum present. Council Member Landrum joined the meeting at 5:05
p.m. Council Member Landrum and Mayor Pro Tem Edwards both provided
proper notice of their remote participation via zoom for this meeting.

The following individuals spoke in support of the appointment of Interim City
Manager Anderea Lueker.

Jim Gross commented on the importance of transparency and vigilance, noting
that prior advocacy in the area could present potential conflicts. He advised that
the Interim City Manager disclose any past involvement in relevant matters and
consult with the City Attorney when appropriate.

3. SPECIAL MEETING AGENDA ITEM(S)
3.a PUBLIC EMPLOYEE CONDITIONAL APPOINTMENT AND
CONDITIONAL APPROVAL OF EMPLOYMENT AGREEMENT
BETWEEN THE CITY OF MORRO BAY AND ANDREA LUEKER FOR
THE POSITION OF INTERIM CITY MANAGER

Interim City Attorney Schultz presented the report and responded to
Council inquiries. Mayor Wixom invited Andrea Lueker to the podium to
say a few words.
Motion by Council Member Luffee
Seconded by Council Member Landrum
Appoint Andrea Lueker as the Interim City Manager, contingent upon
successfully passing the City’s background check, and authorize the
Mayor to execute the attached employment agreement between the City
of Morro Bay and Andrea Lueker for the Interim City Manager position with
the following changes:
The effective date shall be July 14th instead of July 15th.
On Page 2 of the Agreement, at the end of section 1.3 entitled Property of
City, which section also includes confidentiality provisions, add:
“Employee’s obligations under Section 1.3 shall survive termination of this
Agreement.”

In Exhibit A to the Agreement, which is the City Manager's Duties and
Responsibilities on Page 2, the top bullet point states:
“Appoints and removes all department heads and employees of the City.”
add at the end of that sentence, “with Council approval”.
Ayes (4): Mayor Wixom, Council Member Eckles, Council Member
Landrum, and Council Member Luffee
Noes (1): Council Member Edwards
CARRIED (4 to 1)
4. ADJOURNMENT
The meeting adjourned at 5:47 p.m.
