MINUTES - MORRO BAY CITY COUNCIL
SPECIAL MEETING OF CITY COUNCIL
September 23, 2025, 4:00 p.m.
Veterans Memorial Hall
209 Surf St., Morro Bay, CA
Members Present: Mayor Carla Wixom
Council Member Cyndee Edwards
Council Member Jeff Eckles
Council Member Zara Landrum
Council Member Bill Luffee
Staff Present: Interim City Manager Andrea Lueker

City Clerk Dana Swanson

1. ESTABLISH QUORUM AND CALL TO ORDER
Mayor Wixom called the meeting to order at 4:10 p.m. with all members present.
2. PUBLIC COMMENT FOR ITEMS ON THE AGENDA
Ron Reisner, Morro Bay, urged the Council to appoint John Solu to serve
on the Planning Commission.
Homer Alexander, Morro Bay, voiced his support for John Solu.
Joan Solu, Morro Bay, encouraged the Council to appoint John Solu to the
Planning Commission.
End of public comment.
3. SPECIAL MEETING AGENDA ITEM(S)
3.a Advisory Body Interviews and Planning Commission Appointment
Mayor Wixom announced Jennifer Madrid had withdrawn from
consideration and Ricky Sacksteder was traveling out of the country and
unable to attend interviews.
Jane Heath and John Solu were interviewed for consideration of
appointment to the Planning Commission.
The Council voted by written ballot and Clerk Swanson read the results:
Jane Heath received one vote (Edwards); John Solu received four votes

(Eckles, Landrum, Luffee and Wixom) and was appointed to fill the
remainder of a term ending January 31, 2027.
4. ADJOURNMENT
The meeting adjourned at 4:46 p.m.
