STAFF MINUTES -MORRO BAY CITY COUNCIL ADJOURNED REGULAR MEETING -APRIL 17, 1985 CITY HALL CONFERENCE ROOM The meeting was called to order at 7:02 p.m. and Mayor Zeuschner introduced everyone. NEW BUSINESS C-1 DISCUSSION OF COMMUNITY CENTER STATUS AND FUTURE DIRECTIONS Steve Wolter reviewed the information provided to the Council and Commission including the site plan, cost estimates, and funding sources. It is anticipated that the total project could cost approximately $1.4 million. There was discussion regarding any strings attached to the various funding, and it was noted that public projects are required to pay prevailing wage so the City may be unable to use the Conservation Corps for building the Community Center . MINUTES -MORRO BAY CITY COUNCIL ADJOURNED REGULAR MEETING -APRIL 17, 1985 PAGE TWO Councilmember Risley felt that it is not to soon to open the design of the project to public hearing and go to bid on the architectual design of the project. There was discussion regarding this and the consensus of the Commission and Council was for staff to prepare a Request for Proposal to include prospective architects' attendance at the public hearings. Councilmember Risley suggested that the Recreation building be recycled and placed where the City could use it for storage. Mr. Napper stated that the Recreation building would be recycled if not able to be physically moved and used, for materials. It was noted that the Senior Citizens would be contributing over $100,000 for the project and would also be helping in the fund- raising effort. Council and Commission felt that organizing the fund-raising in the fall and then beginning in earnest after the first of the year (1986) would be appropriate. Councilmember Risley stated that he had just received a check for $400* from the Morro Bay Art Association for the Library mosaic mural and that the $4,000 needed for the project was almost netted. He also had information regarding an almost unanimous pledge effort by the Morro Bay Merchant's Associa- tion. He commended the community effort in the fundraising projects and stated that the Community Center should also con- tinue the mosaic mural concept. There was discussion regarding the private foundations to be contacted for donations to the Community Center and Commissioner Barkas suggested contacting the Olympic Sports Foundation. Mr. Wolter stated that he would be providing the Council and Commis- sion with names of contact people in various foundations so if they knew someone who knew someone, it would be helpful in obtaining funding from the organizations. Very often its ''who you know'' that elicits a favorable decision for funding. C-2 DISCUSSION OF NEED FOR BIKE PATHS IN MORRO BAY Steve Wolter presented a feasibility study prepared by a Cal Poly student for bikepaths in Morro Bay. He reviewed the report with Council and Commission and stated that the Traffic Circula- tion Element which will be reviewed by the Planning Commission in the near future will include an indepth study for bikeways in Morro Bay. Commissioners commended the study as a real need for Morro Bay. Commissioner Barkas suggested conducting a triathalon to generate funds for constructing the bikeways. *Amended to $500, Council meeting of 4/22/85 MINUTES -MORRO BAY CITY COUNCIL ADJOURNED REGULAR MEETING -APRIL 17, 1985 PAGE THREE Councilmember Risley noted a few problems with the proposed plan for bikeways that needed consideration before approval. Commis- sioner Halterman felt that the area from San Jacinto to the Highway One overpass should be the number one priority in terms of safety for school children. Council and Commission consensus was to forward the feasibility study to the Planning staff and Commission for consideration when reviewing the Traffic Circulation Element. C-3 CONSIDERATION OF PARK AND CITY BEAUTIFICATION NEEDS C-4 DISCUSSION OF NEED FOR NEW PROGRAMS FOR TEENS, SENIORS AND CULTURAL ARTS Discussion regarding these items was combined. Commissioner Halterman suggested that teens be asked to help with a project to beautify Morro Bay. Geoff Auslen, a represen- tative from Morro Bay High School, stated that there was nothing in Morro Bay to occupy the time of teens except athletics. He encouraged meetings between the Associated Study Body and City officials to develop something before the end of the school year. He noted that he has been in discussion with the Senior Citizens regarding cooperative projects. Commissioner Daillak stated that there was a need for activities for seniors at the Huntington; the Huntington is willing to transport their people to various functions. Mr . Wolter stated that he has discussed activities with administrators at the Huntington and the problem is that the seniors are not able to afford to pay for the various programs offered by the Recreation Department; the Department runs on a user pays basis; and the Huntington runs on a low profit and is not willing to pay the participant costs. Councilmember Risley suggest that the Huntington contact the Docents who organize nature walks for visitors. He felt that they would be willing to organize one for seniors. Commissioner Daillak felt that there were a number of possibilities for activities, but there needs to be a coordinator so that one organization would know what another provides. Commissioner Barkas suggested that Seniors might be interested in a Senior Night in the weight room at the High School. Mayor Zeuschner felt that was an excellent idea and also suggested a Teen Night. Commissioner Daillak stated that an organization called Telecare daily telephones seniors who live alone. They are currently looking for funding for this service. Mayor Zeuschner suggested MINUTES -MORRO BAY CITY COUNCIL ADJOURNED REGULAR MEETING -APRIL 17, 1985 PAGE FOUR that they send a letter to the City, and the Council will consider their request along with others in the Aid to Other Agencies portion of the FY 85-86 Budget. Mr . Wolter stated that the Recreation Department in conjunction with the Senior Citizens will be publishing a flyer with just senior activities listed. Geoff Auslen reviewed the High School's plans for next year's Homecoming which will include a parade. Mayor Zeuschner asked him to work on setting up a meeting between the ASB and the Parks and Recreation Commission. There was a brief discussion regarding cultural arts with Mayor Zeuschner stating that this matter could be better addressed once the Community Center is built, as absence of available facilities is a key element. C-5 DISCUSSION OF PARKS AND RECREATION COMMISSION PERFORMANCE Commissioner Barkas stated that the Commission wanted an evalua- tion of the types of recommendations Council receives from the Commission and if they wish them to do anything different. Councilmember Risley stated that if it wasn't for the Commis- sion, parks and recreation would get very little attention in Morro Bay. The Council relys on the Commission and approves 90% of their recommendations. Mayor Zeuschner stated that the Commission should continue to do the kinds of things they are doing and not be worried about pleasing the Council. He encouraged the formation of sub-com- mittees to help staff with the leg-work. Councilmember Sheetz encouraged the Commissioners to always take a stand on issues even if they feel the Council will act one way or another. Commissioners commended Steve Wolter and Lila Keiser for their work and knowledge. D. WRITTEN COMMUNICATIONS None E. ORAL COMMUNICATIONS E-1 COUNCIL Councilmembers had nothing further. Geoff Auslen brought up the Gazebo which will be a subject of discussion at Council's Monday night meeting. Mr. Wolter stated that the Commission was concerned that their motion on this subject did not reflect their true feelings. Commissioner Barkas read the motion to Council. The Commission felt that the news coverage on this item indicated that the Commission was in favor of the Gazebo being placed in the City Park, which was not necessarily the case. It was noted that a stipulation of Morro Bay Beautiful's donation of the Gazebo is that it be placed in the City Park. Commissioner Barkas said that while a donation of this magnitude is hard to turn down, because of the stipulations on the donation, the Commission was unable to make a strong recommendation in favor of accepting it. Commissioner Hartzell did not feel that a gazebo should go into a park of that size. Geoff Auslen encouraged the Council not to eliminate the basketball courts in favor of the Gazebo. Commissioner Halterman felt that the tree was expendable and the Gazebo could go in that location. Councilmember Risley stated that he was not unwilling to make a decision on this matter and was not unhappy with the Commission because they referred the matter to the Council without a definite recommendation. It was noted that Council will be considering this matter on April 22nd and the Commission was encouraged to be present at the meeting to express their views. E-3 STAFF A. Mr. Napper suggested that the Council and Commission consider sponsoring a Student in Government Day where individual students pair up with City officials for a day and learn how officials conduct their business. This can be done with the Council, Commissions, as well as staff. Council and Commission agreed with the idea, and Mr. Auslen would carry the idea back to the High School.
