Attendance: Morro Bay City Council: Cayucos Sanitary District: Staff: Mayor Pro-Tern Bruce Risley Council Members Miller, Kaltenbach, and Sheetz Chairman Pro-Tern Gino Boradori and Members Guido Minetti, Joe Early and Norbert Murray. (Chairman John Bergmueller was excused) Gary Napper, City Administrator, Louise Burt, Finance Director, and G. H. Nichols, Public Works Director. Minutes of the March 26, 1985 meeting had been mailed to the City Council and the Cayucos Sanitary District shortly after the last quarterly meeting. It was decided that unless any corrections were submitted at a later time, the minutes would be accepted as prepared. 1. FLOW COMPARISION SUMMARY AND FINANCIAL STATEMENTS FOR THE THIRD QUARTER OF FY 84-85. Staff Report presented by Finance Director Burt. Flows have been running 80% from Morro Bay, 20% from Cayucos; therefore the City's contribution is greater than anticipated and the Cayucos' contribution will be less than anticipated. Operational expenditures for the first three-quarters of the fiscal year are running within the budget. Discussed issues relating including payroll practices, Further discussion regarding professional services. to salaries paid to employees, benefits, medical insurance, etc. the current rate of expenditure for This item was informational and no action by the Committee was taken regarding the report. Action Minutes -Morro Bay/Cayucos Sanitary District Meeting of June 25, 1985 Page 2 2. PROPOSED BUDGET FOR FY 1985-86. Staff Report pointed out increase in between the Administrator approval upon by Public Works Director. The City Administrator the salaries being budgeted for will probably the near future upon completion of negotiations City and the Employees Association. The City will submit a revised budget to the Committee for completion of these negotiations. Cayucos Board Member Minetti requested that the Finance Director submit to the District an accounting of revenues received from the Morro Dunes Trailer Park Lease. Motions by the Committee to approve the proposed budget for FY 85-86. Motion for the Cayucos Sanitary District by Minetti, seconded by Early. Vote 4-0. For the Morro Bay City Council, motion by Sheetz, seconded by Kaltenbach. Vote 4-0. 3. STATUS OF CONSTRUCTION OF TREATMENT PLANT PROJECT. Oral report by the Director of Public Works. The project was essentially complete on May 9, 1985, based on a Corps of Engineers inspection. Punch list is expected to be completed by July 9, 1985. The total cost of construction to date is $8,127,443 including change orders. Approximately $330,000 of the total cost is for change orders. Payments to the contractor totalled 98% of the total cost. A/E costs to date $1,800,718, which is approximately $100,000 less than the total eligible costs. Training of plant personnel is continuing. The property management system is being prepared. There have been some design problems. City Staff is discussing corrective actions with the Consultant Brown & Caldwell. These items relate to screenings removal, odor problems and the digesters. Public Works Director discussed scheduling for holding dedication ceremony for the project and indicated that this should be done after the project is totally complete, including all remedial items. It was suggested that the dedication be held two to three months from now, when all these items have been complete. City Council Member Sheetz pointed out this could coincide with the Harbor Festival in October. 4. 301-H WAIVER/NPDES PERMIT. Director of Public Works reported that the permit was effective May 3, 1985. It is a five-year permit. We have instituted in- house sampling and testing with our own lab as required by the permit and are preparing to issue a request for proposals for the Action Minutes -Morro Bay/Cayucos Sanitary District Meeting of June 25, 1985 Page 3 outfall monitoring program system for the first year. Approximately $120,000 is budgeted for this work. The City has also retained the services of a consultant to prepare the required public education program to promote source-control awareness. 5. APPEAL OF EPA AUDIT -STEP I. Director of Public Works reported that there has been no activity on this issue since the last meeting. Still waiting for the EPA Regional Counsel's Office to evaluate our appeal. 6. MAIN STREET INTERCEPTOR REPLACEMENT PROJECT. The Cayucos Sanitary reported that the SWRCB has approved the plans and specifications for the project. They did not approve installation of an oversized 18-inch line as requested by the District The project will go out to bid next month and hopefully will be completed this summer. 7. MORRO BAY COLLECTION SYSTEM MASTER PLAN. Director of Public Works reported that the City of Morro Bay budgeted $60,000 in FY 84-85 to prepare a Master Plan for the sewer collection system. The Bay Area firm of CH2M Hill was retained for the work. The project has two main purposes: (1) to evaluate deficiencies and capacity problems and to prioritorize corrective action, and (2) as a planning tool to assess capacity of the system to serve new developments. First draft of the plan is expected to be completed in August, 1985 and will be reviewed by the Planning Commission and City Council, Cayucos Sanitary District indicated they would like to include in the study an analysis of the Cayucos/Morro Bay contributions to the existing Main Street interceptor line. 8, SOURCE CONTROL AND QUALITY ASSURANCE Director of Public Works reported that presently the EPA and RWQCB are beginning to place more emphasis on identifying sources of toxic materials being injected into the sewer system. This ties into the previously-discussed public education program. Neither Morro Bay nor Cayucos has any heavy industrial customers. However, the EPA is holding local agencies responsible for enforcement of source control regulations. The Director of Public Works indicated he merely wanted to have the City and the District begin thinking about and being aware of the situation so that they won't be taken by surprise when the issue becomes important. Director of Public Works reported that the State Department of Health Services (DHS) is convinced that the effluent from the treatment plant outfall is a major source of the bacterial contamination of the Harbor area as relates to commercial shellfish harvesting. DHS is making a determined effort to have the treatment plant disinfect the effluent with chlorine. DHS has brought the U.S. Food and Drug Administration (FDA) into the picture. FDA will be performing a study of the outfall effluent to determine if it does contribute to the bacterial contaimination of the shellfish in the bay. The work study will be done in October, 1985. Preliminary indication by FDA personnel is that there is probably a 50/50 chance of Morro Bay having some contribution. Public Works Director reported on the results of the in-house dye testing of the effluent from the outfall and indicated they saw no visual evidence of the effluent drifting towards the mouth of the harbor entrance. However, they did indicate that the test was performed at a time when the bacterial contamination in the Bay was at a very low point and therefore the results are not determined to be conclusive. 10. Upon conclusion of the Agenda Items, Mayor Pro-Tern Risley congratulated the Director of Public Works on the competence he has shown in handling the treatment plant activities and the reports prepared for tonight's meeting. Motion by the Sanitary District and Seconded by the City Council to adjourn the meeting until the next quarterly meeting in September. Motion approved on a vote of 8-0.
