Mayor Zeuschner called the meeting to order at 7:03 p.m. PRESENT: Councilmembers Kaltenbach, Miller, Risley, Sheetz and Mayor Zeuschner ABSENT: None STAFF: Gary Napper, City Administrator Mayor Zeuschner stated that the meeting had been called for the purpose of interviewing applicants for the newly organized Harbor Commission. There are six vacancies and the City received 19 applications. Councilmembers interviewed Terry Pierce, Fred (Ric) Deschler, Lawrence Read, Joseph Giannini, Jr., William Riddell, Charles Marciel, Roger Marlin, Gladys Stewart, Gerald Mendez and Jeffrey Odell. Mayor Zeuschner noted that Council would be meeting the following evening to interview the remaining applicants for these positions as well as the TV Franchise Board applicants. MOTION: Mayor Zeuschner moved that the meeting adjourn to Tuesday, July 30, 1985 at 7:00 p.m. in the City Hall Conference Room to continuing interviewing applicants. The motion was seconded by Councilmember Sheetz and unanimously carried. (5-0) MINUTES - MORRO BAY CITY COUNCIL ADJOURNED REGULAR MEETING - JULY 30, 1985 CITY HALL CONFERENCE ROOM - 7:00 P.M. Mayor Zeuschner called the meeting to order at 7:01 p.m. PRESENT: Councilmembers Kaltenbach, Miller, Risley, Sheetz and Mayor Zeuschner ABSENT: None STAFF: Gary Napper, City Administrator/Clerk Mayor Zeuschner stated that the Council would be interviewing applicants for TV Franchise Board first, and then the remaining applicants for the Harbor Commission. Mr. Napper stated that Dean Tyler had voluntarily removed himself from consideration as a Harbor Commissioner. Councilmembers interviewed Robert Bonds, Dennis Sheridan and Thomas Cahill for the TV Franchise Board; Peter Mather had submitted an application, but was unavailable for an interview. MOTION: Councilmember Risley moved that the three applicants interviewed be appointed to the vacancies on the TV Franchise Board; Bonds, Sheridan, and Cahill. The motion was seconded by Councilmember Sheetz and unanimously carried. (5-0) The Council then interviewed Kim Gunther, Kenneth Murray, Peter Diffley, Ronald Lipshay, Bill Mazzacane, James Olson, and Steve Sweetwood for Harbor Commissioner. Nancy Bast was also an applicant for Harbor Commission but was unable to be present at the interviews. Council took a brief recess from 9:40 p.m. to 9:47 p.m. Council submitted individual ballots to the City Clerk of their 6 recommendations for appointment to the Harbor Commission. Mr. Napper stated that those with the highest number of votes were Lawrence Read, Jody Giannini, Charles Marciel, Ric Deschler, Peter Diffley and Nancy Bast. MOTION: Councilmember Risley moved that the 6 individuals receiving the highest number of votes be appointed to the Harbor Commission; Read, Giannini, Marciel, Deschler, Diffley, and Bast. The motion was seconded by Councilmember Kaltenbach and carried with Council - member Miller voting no. (4-1) Councilmember Miller was opposed to appointing a person to the Commission who had not been interviewed (Nancy Bast). Other Councilmembers felt that because the individual appointed had served on the Commission in the past, it was not necessary to interview her again. The motion was seconded by Mayor Zeuschner and unanimously carried. (5-0)
