A-1 RECREATION AND PARKS ANNUAL REPORT
Steve Wolter reviewed his 1985 Annual Report and highlighted
some of the statistics as well as history of the Morro Bay Parks
and Recreation Department.
MOTION: Commissioner Hartzell moved for approval of the 1985
Annual Report. The motion was seconded by Commissioner
Keiser and unanimously carried. (6-0)

C-1 PARTNERS Program
Julier Spier reviewed the PARTNERS program and noted the concern
that a Monday PARTNERS program does not exist. Mondays have not
been offered in the past becauie of the Council and Planning
Commission Monday meetings. Time is needed in the afternoon to
set up for the meetings so the City doesn't have to pay over-
time. She compared the City's program to other agencies which
offer a similar program but charge participants. The average
daily attendance at the program is 33 with an overall registra-
tion of approximately 80.
Options to fund the extra Monday into the program are to regis-
ter children with fee charge; have a volunteer parent operation;
or have the City further subsidy the program.
The staff recommendation is to use the Rec Hall on Mondays and
hire the extra staff it will take to set up for Council/Planning
Commission meetings after 5:30 p.m.
Councilmember Risley · asked if service clubs had been contacted
to sponsor or take-over the program. Mr. Wolter stated they
have not; that is a source the Department wishes to tap for
Community Center funding needs.
Councilmember Miller felt the parents should carry some of the
load; it is the burden of a high-quality program.
Mayor Zeuschner suggested Council approve a $600 allocation to
fund Mondays at this time but put program participants on notice
there will be a charge next fiscal year.
Commissioner Halterman felt a small fee would not hurt the
families of most of the children; perhaps non-paying parents
could volunteer help for the program.
MOTION: Mayor Zeuschner moved Council authorize an additional
$1,200 (maximum) out of General Fund Contingencies for
PARTNERS to add Monday to the program for the rest of
this school year $600 to PARTNERS and $600 for
overtime staff to set-up for Council/Commission
meetings; also, the Parks & Recreation Commission be
requested to review funding/fee alternatives for the
program as soon as possible. The motion was seconded
by Councilmember Kaltenbach and unanimously carried.

Steve Wolter reported on the contest to name the park located at
the Bayshore Village development and noted 115 entries had been
received.
Council and Commission decided they would circle no more than
five names and the City Clerk would tally the results while the
Council and Commission discuss the next item on the agenda.
C-3 STATUS OF KEISER PARK PROJECT
Mr. Wolter reported on the redevelopment project to provide a
second multi-purpose sports field at Keiser Park. He said the
project is 80% complete and dedication of the improvements is
scheduled for May 3, 1986. Mayor Zeuschner suggested some
recognition of the California Conservation Corps be incorporated
into the dedication ceremonies.

Mr. Napper stated he had tallied the results of Council and
Commission votes and 8 names received nomination. The Council
and Commission then decided to submit individual ballots of 3
name choices to the City Clerk for numerical weighted value; the
result was Bayshore Bluffs received the highest number of
weighted votes at 20, Abalone Beach second with 19 votes, and
Morro Bluffs third with 18 votes.
MOTION: Councilmember Kaltenbach moved the new park be named
Bayshore Bluffs Park. The motion was seconded by Mayor
Zeuschner and unanimously carried. (4-0)
Steve Wolter stated March or April 1986 is the anticipated date
for the park dedication. Mayor Zeuschner requested awards for
the Park Naming Contest be scheduled for the January 13th
Council meeting with Commission Chairperson Silva to hand out
the awards.
C-4 STATUS OF COMMUNITY CENTER PROJECT
Mr. Wolter reviewed the status of the project which encompasses
16,000 square feet, and stated over $839,000 has been raised for
the construction of the facility estimated to cost $1.4
million. He said the Seniors will receive a large amount of
space in the building dedicated to them. Commissioner Hartzell
noted it is to be a community center; not dedicated to any one
group's use.

changes as time goes on; for instance, the reconnaissance
proposal on the San Bernardo Creek Dam includes a major
recreational element. He noted the January 9th special meeting
to discuss water items.
Councilmember Miller noted the meeting to be held sometime in
January to discuss Tidelands Park.
MOTION: Councilmember Kaltenbach moved Council receive the
report for file. The motion was seconded by Council-
member Miller and unanimously carried. (4-0)
E. INDIVIDUAL DETERMINATION AND/OR ACTION
A. Councilmember Kaltenbach stated someone had asked him
why people in Cayucos were charged $2 more than Morro Bay people
for classes. Mr. Wolter stated there is a surcharge for
out-of-town residents not paying for recreation programs in
taxes.
B. Councilmember Miller stated the Parks and Recreation
Commission is doing a very good job; there are interested people
serving on the Commission.
C. Councilmember Risley stated Council participation in
the Street Faire was a very positive event and Council should
continue the practice of participating in community events such
as Art-in-the-Park. He invited the Commissioners to do the
same.

the PTA president regarding a safety crossing guard at Morro Bay
Blvd. and Napa for children going to and from school. He asked
the Parks and Recreation Commission to think about funding
alternatives.
Commissioner Hartzell felt it should be a PTA function; Commis-
sioner Halterman suggested forwarding the request to the Police
Department for investigation.

F. Chairman Silva suggested the Commission cancel their
scheduled meeting for next Thursday.
MOTION: Commissioner Halterman moved the Commission cancel
their December 17th meeting. The motion was seconded
by Commissioner Keiser and unanimously carried. (5-0)
G. Commissioner Hartzell reminded everyone the Library
opening ceremonies are scheduled for December 21st.
H. Commissioner Halterman thanked Council for her appoint-
ment to the Commission; she is excited about the work prospects.
F. ADJOURNMENT
MOTION: Councilmember Kaltenbach moved the meeting adjourn to
Monday, December 16th at 5:45 p.m. in the City Hall
Conference Room to interview candidates for various
advisory boards. The motion was seconded by Council-
member Miller and unanimously carried. (4-0)
