Minutes of September 11, 1985 Meeting MOTION: Chairman Bergmueller moved the minutes be accepted. The motion was seconded by Mayor Zeuschner and unanimously carried. (7-0) 2. Flow Comparison Summary and Unaudited Financial Statement Second Quarter FY 1985 86 Nick Nichols reported the flows are getting closer to 75% for Morro Bay and 25% for Cayucos which differs from the 80%-20% of the past. Morro Bay's flows are slightly decreasing which could be attributed to water conservation. Louise Burt reviewed the financial reports based upon the flows. She said expenditures are well under budget; but the major expense of ocean -monitoring in the amount of $92,000 has not been allocated yet. Taking that into consideration, the JPA budget is slightly under expenditure. She stated the budget was adopted on an 80% for Morro Bay-20% for Cayucos allocation. The current 75%-25% flow equates to a budget adjustment of $30,000 reduction to Morro Bay for the fiscal year. MINUTES - MORRO BAY CITY COUNCIL ADJOURNED REGULAR MEETING - JANUARY 15, 1986 PAGE 2 Mr. Nichols stated flow meters for Cayucos Sanitary Distrrct and plant were calibrated by an outside consultant on December 17th. A copy of this report will be sent to the District. MOTION: Councilmember Risley moved for acceptance of staff report. The motion was seconded by Councilmember Kaltenbach and unanimously carried. (3-0) MOTION: Boardmember Boradori moved for acceptance of staff report. The motion was seconded by Boardmember Early and unanimously carried. (4-0) 3. Proposal to Hold Meetings of Joint Powers Committee Twice Per Year �� Council and Boardmembers discussed a staff proposal to decrease quarterly meetings to semi-annual meetings since the new ocean outfall and treatment plant expansion projects are complete. Boardmember Early was in favor of waiting until FY86-87, when the plant project should be finalized. It was decided to hold an April meeting at the wastewater treatment plant site during the daytime. MOTION: Boardmember Early moved Cayucos Sanitary District/City Council joint meetings be modified to semi-annual meetings beginning July 1986. The motion was seconded by Councilmember Risley and unanimously carried. (7-0) 4. Lawsuit regardinq Alleged Pollution of Shellfish Harvesting Area-� Mr. Napper and Mr. Nichols reviewed this matter for Council and Boardmembers. It was noted the City's defense is being handled by the Central Coast Cities Joint Powers Authority liability fund. The Regional Water Quality Control Board has stated it will not change discharge requirements until the final FDA report is received and reviewed. Councilmember Kaltenbach asked about the effects on pollution of the bay by live-aboards, ghost -shrimpers, and dredging operations. Mr. Nichols stated there are many variables regarding potential polluting sources; the water quality in the bay has been borderline to harvest oysters for a long time. Councilmember Risley asked about monitoring of the ocean involving the 301H waiver from the EPA. Mr. Nichols stated when the waiver was approved in May 1985, treatment plant personnel were taking weekly samples from Atascadero State Beach to the Rock. No samples have been taken inside the bay and sandspit yet; the ocean -monitoring study as contracted is intended to address this. Off -Shore Monitoring Program Mr. Nichols stated the firm of Brown and Caldwell have been selected to perform this contract and sampling should begin next week. Councilmember Risley noted there is a Coastal Conservancy grant of $20,000 to fund a hydro and biological study for a slough in San Francisco Bay. He said the City needs to get an overall understanding of the bay in Morro Bay; there is a lack of data and study regarding what happens in the bay. Councilmember Risley felt the City would have to initiate it and asked if the JPA would be willing to fund the study along with City separate monies to spur further funding. Chairman Bergmueller thought a study should include Estero Bay. There was a consensus that a comprehensive ecological study of the area (Estero Bay and Back Bay) would be desirable. b. Collection System Master Plan Mr. Nichols stated a final draft of the Plan is being prepared and the City review process will hopefully begin by March 1, 1986. He noted the old Cayucos line is owned by Morro Bay (60%) and Cayucos (40%). Chairman Bergmueller said the City would be wise to buy the Cayucos 40% for future capacity. C. Embarcadero Sewer Construction Project Mr. Nichols reported the existing line will remain in service; the new line will parallel the old one and relieve overcapacity. 6. Oral Progress Report - Caycuos Interceptor Project Boardmember Boradori stated 52% of the footage has been completed with 39% of the time elapsed; completion is anticipated by March 21, 1986. Mr. Nichols noted the contractor and engineer have responded to City complaints in a cooperative and timely manner. Mayor Zeuschner brought up the opening ceremonies for the new sewer plant. Mr. Nichols stated there are a number of items still left to be completed at the plant; he will coordinate the opening with the next meeting and the completion of the Cayucos Interceptor project. Boardmember Early discussed the Citizens for Adequate Energy and stated Mr. Gibson is knowledgable on the overall picture of energy.
