RECREATION HALL - 7:00 P.M.
Mayor Zeuschner called the meeting to order at 7:05 p.m. and
noted the meeting was a joint meeting with the Harbor commission
and the Parks and Recreation commission, along with Coastal Con-
servancy staff to discuss the Tidelands Park concept plan.
He asked the Chairpersons of both Commissions to introduce their
members.

tions regarding Coastal Conservancy funding and participation in
the Tidelands Park.
A. PUBLIC HEARINGS, REPORTS,AND APPEARANCES
A-1 TIDELANDS PARK CONCEPT PLAN
Mr. Napper suggested the focus of tonight's meeting should be
directed to Mr. Grenell in order to uncover what aspects of the
Tidelands Park program the Coastal Conservancy would be inter-
ested in funding. He noted the information provided to Council
and Commissioners contained no new material, and asked Mr. Wolter
to review this item.
Mr. Wolter reviewed the history of Tidelands Park which included
the Tidelands Boundaryline Agreement, Land Use Plan, Coastal Con-
servancy involvement, development of Concept Plan, Lease Site 49
and 49W, Tidelands Park bids, recent City actions, and current
status.
Mr. Grenell made a few comments concerning Coastal Conservancy
activity in Morro Bay in the past 5 years. He said their inter-
est in Tidelands Park will be focused on public access to the
shoreline, and commercial fishing. The State Department of Parks
and Recreation is the agency to apply to obtain funding for park
improvements, and the Boating and Waterways Department would sup-
port projects having to do with boating facilities.
He noted there is no time limit on application for funding by the
Coastal Conservancy on Tidelands Park projects. He also spoke on
SB 806 monies which may be available to local communities some-
time in the future; these funds will come from off -shore oil
drilling activities.
Commissioner Deschler questioned whether provisions in the Tide-
lands Boundary Agreement regarding providing slips for property
owners involved in the agreement would jeopardize funding avail-
ability. Mr. Grenell stated he would have to check with his
legal staff on that matter; there might be some limitations.
Councilmember Risley noted funding for Harbor projects just made
in the mid -year budget review and asked about over-all Embar-
cadero improvements and the effect on the Tidelands Park improve-
ments. Mr. Napper stated Council could wait until a Harbor
Master Plan is approved before deciding on a specific Tidelands
Park plan; however, a Master Plan could be several years away,
and Council should weigh the merits of this time lapse.
Councilmember Risley asked several questions of Mr. Grenell to
which he responded. Councilmember Risley felt a long-range plan
for the Embarcadero should include the area above the bluff and
the bicycle path along Main Street.

Commissioner Odell asked if there was any funding available for
park acquisition. Mr. Grenell stated the Coastal Conservancy
does not get involved in acquiring property for park purposes.
Mayor Zeuschner asked if they would fund a cold storage facility
for commercial fishermen and Mr. Grenell stated it might be pos-
sible to receive funding under a revenue bond program; however,
the Coastal Conservancy has not funded that type of project yet.
Commissioner Giannini asked that the concept plan for the Tide-
lands Park area designed and approved by the Harbor Commission be
displayed for discussion. Mr. Wolter posted it accordingly.
Mayor Zeuschner noted the Harbor Commission concept plan leaned
toward increased parking in the area and open space rather than
park -type facilities. He said Council should decide if they
would rather have a commercial fishing atmosphere in this area
instead of a park. Commissioner Odell, who had designed the
plan, reviewed the differences between it and the Elder and Elder
rendition. It was noted the finger slips on the Elder and Elder
proposal had previously been rejected by Council.
Commissioner Giannini felt the City should move on the Tidelands
Park improvements now rather than wait for a Harbor Master Plan.
Councilmember Sheetz favored the plan submitted by the Harbor
Commission; she said it met a need for improved parking on the
Embarcadero.
Ed Ewing objected to the location of the restrooms near the motel
in the Harbor Commission plan. He felt they should be closer to
the slips for fishermen accessibility.
Warren Dorn made some comments, and discussed a dual water system
which he encouraged Council to investigate. He noted the Tide-
lands suit settlement makes it impossible to extend Morro Avenue
in front of the homes on the bluff for at least 30 years.
Harold Biaggini thought the Harbor Commission plan was a good
idea for cars, but there is not much for people.
Mr. Grenell stated the Coastal Conservancy is extremely inter-
ested in the concept of a dual water system.
Comments in favor of the Harbor Commission plan were heard from
Commissioners Daillak and Halterman.
Councilmember Kaltenbach thought the Harbor Commission concept
was the best so far; the open space is needed there.
Councilmember Miller favored the Elder and Elder concept; he felt
campers would be a problem in the summer, and some shrubbery is
needed in the area.

Councilmember Risley favored the Harbor Commission concept; he
felt the simplified plan would be easier to carry out. He sug-
gested Council should approve the concept and ask staff to come
back with specifics so it can be forwarded to the Coastal Conser-
vancy.
Councilmember Sheetz stated one of her goals is to do something
with the area around the Rock; she felt Council should concen-
trate on making that area a picnic, family -type area and leave
the Tidelands park area for the people who come to Morro Bay for
boating.
Mayor Zeuschner reviewed the items Council seemed to be in favor
of with regard to the Harbor Commission plan; moving the restroom
away from the water somewhat, sidewalk area along water moved
back, tie the Tidelands Park area in with a bikepath on Main
Street. It was noted additional grassy areas should be included
in the Harbor Commission plan. Mayor Zeuschner would like to see
the fishing pier enlarged and another viewing platform at the
North end between the two side tie slips.
He said if anyone had additions or suggestions they should con-
tact a commissioner or staff member so they could be included in
consideration of a specific plan.
Commissioner Diffley stated there is no limitation on putting
Morro Avenue through to Embarcadero.
MOTION: Councilmember Sheetz moved Council accept the Harbor
Commission concept plan and instruct staff to return
with a specific plan and to especially address traffic
circulation to take into consideration suggestions
and/or ideas which may be forthcoming from commis-
sioners and public. The motion was seconded by Coun-
cilmember Kaltenbach.
Mr. Grannell, a property owner on the bluff and involved in the
Tidelands boundary settlement agreement, stated their attorney
(Ogle) would have something negative to say about this latest
concept plan.
Mayor Zeuschner emphasized that it is a concept plan; not a
specific plan. He noted staff work on a specific plan should
include research on complying with the terms of the Tidelands
Park boundary settlement agreement.
The motion carried with Councilmember Miller voting no.

Mayor Zeuschner thanked Mr. Grenell for attending the meeting and
clarifying Coastal Conservancy activities.
A brief recess was held from 9:10 p.m. to 9:20 p.m.

Mayor Zeuschner noted the Harbor Commission, along with various
other commissions, had been requested to prepare a priority list
of activities for Council consideration.
Mr. Napper stated staff had prepared a priority list from their
viewpoint which included the Harbor Master Plan as the number one
priority; a number of the Harbor Commission items come under
development of a Harbor Master Plan. He said the Commission's
list and staff's are actually very close, and a number of items
on the Commission list have already been addressed.
Chairman Deschler discussed the Commission's list and noted the
priority of the items would always be changing, but the present
list represents those areas the Commission feels are important.
They had decided policy items needed to be listed first and
development projects lower on the list.
Considerable discussion followed regarding priority lists. Mayor
Zeuschner asked about the code enforcement program and Mr. Napper
stated the contract is still in negotiation; there are some prob-
lems with the City's strict requirement for insurance.
Councilmember Risley felt staff and the Harbor Commission should
get together and come up with an agreed priority list to recom-
mend to Council.
Commissioners requested direction on how to begin on the Harbor
Master Plan and suggestions were made to obtain plans from other
cities for a guide; breaking up into small committees with spe-
cific areas of interest. The Harbor Commission noted they had
recently established subcommittees.
Mayor Zeuschner suggested the Commission use a timeline plan for
their priority list similar to the one used by the Fire Master
Plan Committee to indicate dates by when they want specific pro-
jects accomplished and estimated costs.
Councilmember Risley asked the Harbor Director to comment on his
activities since he was hired. Alan Davis stated the last five
months have been an education process for him; his most important
activity is the lease sites; they support the harbor and have
been neglected for a long time. He is also getting to the know
the Harbor Commission and said the basic difference between their
priority list and his is his determination that some of their
items are administrative in nature rather than policy.
MOTION: Councilmember Risley moved Council accept both Harbor
Project Priority Lists and confirm that those are areas
Council would like the Harbor Commission and staff to
be interested in; and, ask them to reorganize into one

list for Council in light of the fact the Harbor Com-
mission now has subcommittees; and respond to Council
with some sort of time -frame and, where appropriate,
cost projections of those priorities. The motion was
seconded by Councilmember Sheetz and unanimously
carried. (5-0)
MOTION: Councilmember Sheetz moved the meeting be adjourned.
The motion was seconded by Councilmember Miller and
unanimously carried. (5-0)
The meeting adjourned at 10:20 p.m.
