Said special meeting shall be for the purpose of conducting a joint meeting between the Morro Bay City Council and the Cayucos Sanitary District on the following items: 1. Minutes of January 15, 1986 meeting 2. Flow Comparison Summary and Unaudited Financial Statements - Third Quarter (January -March) FY 1985/86 3. EPA Order to Chlorinate Effluent 4. MINUTES - January 15, 1986 MOTION: Councilmember Risley moved to approve the minutes with correct spelling of Boardmember Earley's name. Second by Boardmember Earley. Motion carried. (9-0) FLOW COMPARISON STUDY - Third Quarter 1985-86 Nick Nichols referred to the written report. He said the flows for the 3rd quarter were highest in March. He also pointed out that Cayucos' flow fluctuated more in the wet weather than Morro Bay's. This was reflected by a higher percentage of flow. It appears Cayucos has a larger problem with infiltration. FINANCIAL REPORT - First Three Quarters 1985-86 Louise Burt handed out copies of the financial report for sewer treatment expenditures. She answered questions and said the expend- itures show approximately 567o of budget. When the ocean -monitoring bills have been paid the expendi.tures will be right on budget. MOTION: Boardmember Borradori moved to accept the report, second by Councilmember Sheetz. Motion carried (9-0) JOINT POWERS COMMIZ.EE MINUTES JUNE 19, 1986 PAGE 2 PROPOSED TREATMENT PLANT BUDGET - FY 1986-87 Gary Napper stated the proposed budget was $110,000. over the past years. This does not include the additional cost of chlorination whichis required by the recent EPA order. President Bergmueller asked about the increase in employee salaries. Mr. Napper said they had included an 8%o increase. Morro Bay is making a conscious effort to bring salaries up to meet the average for SLO county. Mr. Nichols said the total budget was $730,732. He went over the items and said the professional services item is mostly for the off shore monitoring program required by the 301H waiver and also for calibration contracts. Mr. Nichols pointed out there were eight items requested for new equipment, listed in order of priority. Only the first three could be funded in this years budget. Mr. Nichols said Morro Bay had taken advantage of the CAL OSHA consulting service and are taking action on OSHA'S recommendations. Mr. Napper stated that the line called other equipment is for capital items under $5000. President Bergmueller asked what Cayucos share of the proposed budget will be. Louise Burt said 35% of capital items and an estimated 25% of operation and maintenance. A total of $216,000. or $54,000. each quarter. This includes Cayucos share of $24,625. for the additional cost of chlorination as ordered by the EPA. MOTION: Boardmember Earley moved that Cayucos Sanitary District Cayucos approve the proposed budget. Second by Boardmember Murray. Motion carried. (5-0) MOTION: Councilmember Sheetz moved that the City of Morro Bay Morro approve the proposed budget. Second by Councilmember Risley. Bay Motion carried. (4-0) It was agreed the final budget would be approved by each group individually. EPA ORDER TO CHLORINATE EFFLUENT City Administrator Napper discussed the recent order received from the EPA. All members present had received a copy of the EPA order with their meeting agenda package. Mr. Nichols explained that the treatment plant was built to meet the standards for the 301H waiver and is lacking in equipment and capabilities to meet the new stand- ards. He also prointed out that the standards are so stringent he does not feel they can be met. Mr. Nichols went over the equipment that is immediately needed to comply with the order. The start up and first year costs are JOINT POWERS COMMITTEE MINUTES JUNE 19, 1986 PAGE 3 estimated at $80,500. and an annual operating increase of $30,000. per year. Boardmember Minetti asked what c&used the problem and should we go after the contractor. President Bergmueller asked if the problem could have been caused by an engineering error. Mr. Nichols said he didn't think so. He felt that when studies were being made for impact on the Estero Bay and the beaches, no one from any of the agencies, considered a possible connection to the back bay. At the present the Regional Water Quality Control Board is conducting their own study on the bay pollution. Mr. Napper stated that right now the treatment plant meets all EPA standards on our discharge. If EPA changes our standards and they mandate a complete change in the treatment plant we would have a strong case to demand the government reimburse the additional costs. Mr. Napper asked if the group intended to comply with the order or protest. The City Council has written to protest the increased standard but did not protest the order. MOTION: Boardmember Borradori moved to comply with the May 30, 1986 Cayucos letter from the EPA. Second by Boardmember Earley. Motion carried on a unanimous roll call vote. (5-0) MOTION: Councilmember Sheetz said we must abide by the law, even Morro if we don't agree and moved to comply with the EPA order. Bay Second by Councilmember Risley. The motion passed on a roll call vote. AYES: Councilmembers Sheetz, Risley and Mayor Zeuschner. NO: Councilmember Kaltenbach. QUALMAN LITIGATION Mr. Napper reported there had been no further development on the litigation from Qualman Oyster Co. He did point out that Qualman has received permission to harvest starting May 29, 1986. SEWER ODOR - MAIN STREET President Bergmueller said Cayucos had received complaints of a sewer odor possibly comming from the new interceptor line on Main Street. The District did re -start the air injection at lift station #5 and there have been no more complaints. However, the pumps at station five do not operate as well. Boardmember Borradori said that several months ago he personally promised Fairbanks Morse the air injection would stay off. He made the promise in order to obtain a full warrenty on the pumps in station five. JOINT INTERCEPTOR LINE - MAIN STREET, President Bergmueller asked if Morro Bay would consider renting or buying out Cayucos' share of the old line in Main street. JOINT POWERS COMMITTEE MINUTES JUNE 19, 1986 PAGE 4 Councilmember Risley suggested the Morro Bay sewer planners make a study and include it in the Morro Bay master sewer plan. It was agreed to place the item on the next joint meeting agenda. CAYUCOS EMERGENCY HELP President Bergmueller said on Memorial Day weekend Cayucos needed emergency help with a plugged sewer line and could not contact anyone at the treatment plant. Mr. Nichols said he would talk to the police department and in the future if Cayucos needs emergency help to be sure and notify the dispatcher at the police department that it is an emergency.
