ADJOURNED REGULAR MEETING - JUNE 3, 1986

Mayor Zeuschner called the meeting to order at 8:03 a.m.

Councilmember Risley stated he had attended a meeting on OCS Air
Quality in Carpinteria on May 30, 1986 and would report on this
meeting to Council. He also wanted a report on the contacts
Morro Bay had with San Luis Obispo Councilmembers during their
League of California Cities workshop, but would wait for that re-
port under the Water Budget discussions.
COMMUNITY DEVELOPMENT
Mr. Multari reviewed the highlights of his departmental budget,
including the permanent funding of a full-time Building
Inspector.
Councilmember Sheetz stated she appreciated the activities of the
Code Enforcement Officer and asked if more hours should be
funded. Following discussion, Council requested staff report on
this in January 1987.
Councilmembers Risley and Kaltenbach left at 8:30 a.m. for a pre-
vious appointment. Prior to leaving Councilmember Risley asked
questions regarding the Recreation and Parks budget (Library Com-
munity Room operational impacts) and the Police budget (POST
study), to which staff responded.
RECREATION AND PARKS
Steve Wolter reviewed his budget.
Mayor Zeuschner asked about progress on the Community Center, and
Mr. Wolter discussed delays regarding land acquisition with the
School District. Mr. Napper indicated Council might consider
short-term financing of the project at low interest rates; Coun-
cil seemed favorable to the suggestion.

Council asked several questions and discussed the Vet's Hall re-
modeling for Council meetings. Mr. Wolter estimated the funded
Phase I construction at $24,800, unfunded Phase II at $18,000,
and Phase III at $12,000. He thought construction might begin in
January 1987.
Councilmember Sheetz stated she would like to see more Police in-
volvement in the PARTNERS program.
Council recessed from 9:20 a.m. to 9:27 a.m.
POLICE
Chief Howell provided the budget review for this department.
Councilmember Miller disagreed with several of the appropriations
in the Police budget. He believed the building renovations in
the Police Department would be throwing good money after bad; and
thought the additional officer at mid -year was not justified. He
also disapproved of the Support Services Manager being paid more
than the Lead Dispatcher, and believed the $2,000 for Legal Ser-
vices was too low based upon current spending trends.
There was further discussion regarding clerical needs in the de-
partmental budget.
MOTION: Councilmember Miller moved the mid -year officer posi-
tion and $16,000 for building renovation be deleted
from the proposed budget. The motion was seconded by
Councilmember Sheetz.
There was some discussion regarding the motion.
Councilmember Miller withdrew his motion to wait for
the entire Council to be present. Councilmember Sheetz
withdrew her second.
MOTION: Councilmember Sheetz moved the meeting adjourn to June
4, 1986 at 8:00 a.m. The motion was seconded by Coun-
cilmember Miller and unanimously carried. (3-0)
The meeting adjourned at 10:05 a.m.
