ADJOURNED REGULAR MEETING - JUNE 5, 1986

Mayor Zeuschner called the meeting to order at 8:05 a.m.

Mr. Nichols reviewed the Transit budget, and responded to ques-
tions. Staff preposed funding augmentation of $2,450 to the
North Coastal Transit City -subsidy to cover our prorated alloca-
tion; Council concurred with the funding, noting the Transit Fund
is now in a fund deficit of ($21,207) with a total City Budget
surplus at $1,702.
STREETS
Ms. Burt gave an overview of the 3 funds which support this divi-
sion, and Mr. Nichols reviewed the proposed expenditures showing
a total Street Budget deficit of ($454,000).
Councilmember Miller asked about the previously -funded realign-
ment of Quintana Road and Morro Bay Blvd. Mr. Nichols stated a
realignment survey is currently being conducted by a consultant.
Mr. Napper provided an update on the Twin Bridges joint project
with the County.
Councilmembers recessed from 8:52 a.m. to 8:57 a.m.
WATER
Mr. Napper noted the Waterline Replacement Loan Budget is not re-
flected in the proposed budget; it is controlled separately from
this process.
Mr. Nichols reviewed the capital projects suggested for the next
fiscal year. Councilmembers Sheetz, Kaltenbach, and Risley de-
sired a salary increase for the Water Engineer.
Charles Palmer made a presentation regarding a water rate study
by his firm, Enterprise Engineering. In response to a question

regarding the cost of such a study, Mr. Palmer stated the full
project would take 2 years for a cost of $36,000 per year.
Mr. Nichols reviewed the project recommendations from the Water
Advisory Committee.
Councilmember Risley discussed the projects -need for water rate
increases, and requested the Finance Director to provide a rev-
enue projection of a rate schedule with $.05 increase in each
tier of the rate schedule at the next meeting.
MOTION: Councilmember Sheetz moved the proposed water budget be
amended to eliminate the Hollister Peak Well for
$100,000, with staff to bring back amended capital pro-
jects; re -allocate Well #1 desalinization monies from
prior years; and provide a merit increase for the Water
Engineer. The motion was seconded by Councilmember
Risley and unanimously carried. (5-0)
Mr. Napper objected to the Council -initiated salary increase for
the Water engineer; Mayor Zeuschner suggested Council take up the
matter of the Water Engineer's salary in Closed Session on June
9th under Personnel matters. It was also decided to defer the
entire motion to the June 9th Public Hearing on the Budget.
Councilmembers discussed the water retrofit program.
MOTION: Councilmember Sheetz moved Councilmembers Kaltenbach
and Risley be appointed to do a walk-through of the Po-
lice Department to assess the $16,000 building needs,
and report to Council on June 9th. The motion was sec-
onded by Councilmember Miller and unanimously carried.

Councilmember Sheetz left the meeting for other business.
SEWER
Nick Nichols reviewed this departmental budget and discussed the
recent EPA order to chlorinate the sewage effluent. Council -
member Miller expressed the desire to fund the chlorination costs
by reducing the Sewer Budget by 3%-5%; Councilmember Risley be-
lieved the existing sewer rates are not gouging. Discussion en-
sued whether the City should sue on improper treatment plant
design.
Councilmember Risley left at 10:44 a.m.

Discussion continued on the sewer collection system. Charles
Palmer suggested installing water yard meters on new structures
and/or those that change hands to determine how much water actu-
ally goes into the sewage plant.
MOTION: Councilmember Miller moved for adjournment. The motion
was seconded by Mayor Zeuschner and unanimously
carried. (3-0)
