Mayor Zeuschner called the meeting to order at 7:02 p.m. He noted the meeting was called for the purpose of holding a joint meeting with the Cayucos Sanitary District Board of Directors. ROT.T. Minutes of June 19, 1986 Meeting Mayor Councilmember Councilmember Councilmember Councilmember City Administrator Public Works Director Finance Director President Boardmember Boardmember Boardmember Boardmember The minutes were approved by consensus. President Bergmueller noted the minutes were concise, comprehensive and perfect. 2. Flow comparision Summaries and Unaudited Financial Statements A. Total FY 85-86 Mr. Nichols reviewed the wastewater treatment plant comparision summary and said the months of February through June 1986 were estimated figures due to the meter being out -of -service. He said the flows were roughly 75% (Morro Bay) - 250 (Cayucos) a fairly consistent pattern developing. The JPA Board requested staff provide a multi -year analysis of seasonal flows for review. President Bergmueller predicted the recent construction in Morro Bay will change the ratio to 80%-20% at this time next year. MINUTES - MORRO BA1'ITY COUNCIL ADJOURNED REGULAR MEETING - OCTOBER 28, 1986 PAGE 2 B. First Quarter FY 86-87 Ms. Burt reviewed the unaudited financial statements for the first quarter. Operating expenditures totalled $142,175. She recommended authorization of the 3rd quarter advance payments of $148,156 for Morro Bay, and $54,652 for Cayucos. MOTION: Boardmember Murray moved for acceptance of the quar- terly report and advance payments as recommended. The motion was seconded by Councilmember Risley and unani- mously carried. (10-0) 3. Report on Effluent Chlorination and RWQCB Bay -sampling Program Mr. Nichols reported on the effluent disinfection as ordered by the EPA. He stated preliminary reports by RWQCB show no appre- ciable difference in coliform counts. 4. EPA Determination re: City/CSD Appeal of Step I Audit Report Mr. Nichols briefed the Committee on the State Water Resources Control Board's audit of the Step 1 grant; they found that $124,299 in consulting costs was ineligible for reimbursement. The City appealed this determination; the SWRCB found their audit proper and the City has to return $124,299 to them. Staff recom- mends the City Attorney be directed to file suit against ECOMAR, Inc. who is responsible for $92,285 of the amount, due to having lost or destroyed their records on this project. The City Attor- ney is also reviewing the prospects of filing suit against the EPA for their decision. MOTION: Councilmember Kaltenbach moved the JPA Board authorize the City Attorney to investigate and prognosticate this matter. The motion was seconded by Boardmember Girard and unanimously carried. (10-0) 5. Status of WWTP Grant - One-year Project Certification Mr. Nichols reviewed this one-year inspection requirement to cer- tify that the project is operating in conformance with the re- quirements of the designed project. 6. Status of WWTP Projects Mr. Nichols reviewed the current projects at the wastewater treatment plant including the screening removal system, scum pit modifications, and motorizing the overhead crane. 7. State of CSD Odor -Control on North Main Street The Board discussed the odor program on Main Street. President Bergmueller stated they have tried powdered chlorine and aeration and there has been no appreciable improvement. City Council MINUTES - MORRO BA, :ITY COUNCIL ADJOURNED REGULAR MEETING - OCTOBER 28, 1986 PAGE 3 urged Cayucos Sanitary District to pursue and correct the problem diligently. President Bergmueller stated he will talk with their Engineers further on mitigation measures. In the interim, it was agreed that City crews would be responsible for managing the transmission line valves to blend the Cayucos sewage with the north Morro Bay sewage in the old collection line; it was be- lieved this might reduce the septic concentration causing the odor problems. MOTION: Councilmember Sheetz moved the meeting adjourn to closed session. The motion was seconded by Boardmember Early and unanimously carried. (10-0) The Board adjourned at 8:09 p.m. to closed session to discuss litigation in the matter of Qualman vs. City of Morro Bay, et al., and returned to open session at 8:30 p.m. MOTON: Councilmember Sheetz moved the meeting be adjourned. The motion was seconded by Boardmember Murray and unan- imously carried. (10-0) The meeeting adjourned at 8:31 p.m. F7 GARY A. -N City Cler
