Selection of Voting Delegate to San Luis Obispo Area Coordinating Council and North Coastal Transit Board *PUBLIC IS INVITED TO SHARE IN THE REFRESHMENTS AFTER THE MEETING **NEXT REGULAR COUNCIL MEETING: MONDAY, 8 DECEMBER 1986 MINUTES - MORRO BAY CITY COUNCIL ADJOURNED REGULAR MEETING - DECEMBER 1, 1986 RECREATION HALL - 6:00 P.M. 1. The meeting was called to order at 6:00 p.m. by Mayor Zeuschner. 2. ROLL CALL PRESENT: Bud Zeuschner Mayor Ray Kaltenbach Councilmember Jim Miller Councilmember Bruce Risley Councilmember Rose Marie Sheetz Councilmember ABSENT: None STAFF: Gary Napper City Admin./City Clerk Judy Skousen City Attorney Ardith Davis Deputy City Clerk 3. RESOLUTION NO. 121-86 UPHOLDING APPEAL, AND _DENYING PLANNING COMMISSION'S APPROVAL OF USE PERMIT FOR COMMERCIAL BUSINESS AND SECURITY QUARTERS, CUP 47-86 - 995 ALLESANDRO, MORRO BAY Mr. Napper explained this item was heard by Council at their last meeting, and the formal resolution must be adopted by the current Council before they leave office. He requested Councilmember Miller abstain from voting on the matter since he was absent from the hearing. MOTION: Councilmember Sheetz moved for the adoption of Resolu- tion No. 121-86. The motion was seconded by Coun- cilmember Kaltenbach and carried, with Councilmember Miller abstaining. (4-0-1) 4. RESOLUTI_ON NO. 122-86 RECITING THE FACT OF THE GENERAL _MUNICIPAL ELECTION_ HELD �ON NOVEMBER 4, 1986, AND DECLARING THE RESULTS THEREOF Mr. Napper requested approval of the resolution announcing and declaring the official results of the November 4, 1986 general municipal election, as canvassed and certified by the San Luis Obispo County Clerk. MOTION: Councilmember Risley moved for the adoption of Resolu- tion No. 122-86. The motion was seconded by Coun- cilmember Kaltenbach and unanimously carried. (5-0) Councilmember Risley thanked the people of Morro Bay for electing him to serve; his only regret on leaving office was the lack of solution to the City's water supply problem. Councilmember Kaltenbach thanked staff for all their cooperation, and stated he had enjoyed being in office. Mayor Zeuschner, Coun- cilmembers Kaltenbach and Risley then vacated their seats on the City Council. 5. OATH OF OFFICE BY_ NEW MAYOR AND COUNCIL_MEMBERS, AND PRESEN- TATION OF CERTIFICATES OF ELECTION^ �v Mr. Napper, City Clerk, invited the new Mayor and Councilmembers forward from the audience. He administered the Oath of Office to newly elected Mayor Dale Reddell and Councilmembers Jeff Odell and John Lemons, and presented them with their Certificates of Election. 6. _PRE_SENTATIONS TO MAYOR ZEUSCHNER AND COUNCILMEMBERS KALTENBACH AND RISLEY Mayor Reddell made presentations of plaques to outgoing Mayor Bud Zeuschner and Councilmembers Kaltenbach and Risley. Mayor Reddell and Councilmembers Lemons and Odell thanked every- one for their support and work in electing them to office, and expressed their desire for working cooperatively and for the bet- terment of Morro Bay. 7. SELECTION OF MAYOR PRO TEMPORE Councilmember Lemons nominated Councilmember Miller to the office of Mayor Pro Tem. There were no other nominations and Coun- cilmember Miller was unanimously appointed to the office of Mayor Pro Tempore. 8. SELECTION OF VOTING DELEGATE TO SAN LUIS OBISPO AREA COORDI- NATING COUNCIL AND NORTH COASTAL TRANSIT BOARD Mayor Reddell nominated Councilmember Odell as the City's voting delegate to the San Luis Obispo Area Coordinating Council, the North Coastal Transit Board, and to chair the City's Transporta- tion Ad -hoc Committee. There were no other nominations and Coun- cilmember Odell was unanimously appointed to these positions. 9. ADJOURNMENT MOTION: Councilmember Lemons moved the meeting be adjourned.
