ADJOURNED REGULAR MEETING - DECEMBER 30, 1986
CITY HALL CONFERENCE ROOM - 3:00 P.M.
Mayor Reddell called the meeting to order at 3:00 p.m.

Mr. Napper noted Councilmember Miller is ill and will not attend
the meeting; however, he has provided Mr. Napper with his nomina-
tions for appointments to the boards under consideration.
Councilmembers interviewed Dick Fisher and Jean Cartwright for
positions on the Water Advisory Board. Councilmember Lemons sug-
gested Mr. Sadlier, interviewed previously for Planning Commis-
sioner, be included in the appointments to the Water Advisory
Board, and Mr. Napper be directed to ask him if he will accept
the appointment.
MOTION: Councilmember Sheetz moved Dick Fisher, Jean
Cartwright, and Timothy Sadlier be appointed to the va-
cancies on the Water Advisory Board by acclamation.
The motion was seconded by Councilmember Lemons and
unanimously carried. (4-0)
Councilmembers interviewed applicants for the Recreation and
Parks Commission; Melvin Leis, Jo Ann Reddell, Jim Rodgers, Jim
Olson, Nancy Castle, and Jim Hartzell.
Councilmember Lemons left the meeting for prior business matters
at 5:00 p.m.
Council continued interviews of Recreation and Parks Commission
applicants Geoff Moreland, Jim Railey, Bert Griffin, and Robert
Meyers.
MOTION: Councilmember Sheetz moved Council appoint Bert
Griffin, Jim Hartzell, and Jo Ann Reddell to the Recre-
ation and Parks Commission. The motion was seconded by
Councilmember Odell and unanimously carried. (3-0)
Mayor Reddell announced his appointment of ex-officio members to
the Recreation and Parks Commission; Bob Meyers representing se-
nior interests, and Geoff Moreland representing youth.

Council discussed the ex-officio representation and non -voting
status, and directed staff to prepare an ordinance for the Jan-
uary 12th meeting to make the Recreation and Parks Commission a
7-member voting body to include category representatives for
youth and senior interests.
Council then discussed the Refuse Franchise Board and the TV
Franchise Board. Robert McCarty, who was unable to attend the
interviews, was the only applicant for the Refuse Board, and
there were no applicants for the TV Franchise Board. Council de-
cided not to make any appointments to the vacancies at this time,
and instructed staff to reagendize the subject of a combined
Utilities Franchise Board at the January 12th meeting.
MOTION: Councilmember Sheetz moved the meeting adjourn. The
motion was seconded by Councilmember Odell and unani-
mously carried. (3-0)
The meeting adjourned at 6:25 p.m.
