PUBLIC HEARINGS, REPORTS & APPEARANCES B-1 PUBLIC HEARING AND ADOPTION OF THE CITY ANNUAL WATER REPORT AND THE 1987 WATER ALLOCATION PROGRAM MINUTES - MORRO BAY CITY COUNCIL ADJOURNED REGULAR MEETING - MARCH 4, 1987 RECREATION HALL - 7:00 P.M. Associate Planner Public Works Director Deputy City Clerk Mayor Reddell announced he had a possible conflict of interest regarding the City Annual Water Report and the 1987 Water Alloca- tion Program, so he would not participate in the discussion or any action related to this matter. He tendered the Chair to Councilmember Lemons, who chaired the meeting in the absence of Mayor Pro Tem Miller. PUBLIC COMMENT None B. PUBLIC HEARINGS, REPORTS & APPEARANCES B-1 PUBLIC HEARING AND ADOPTION_ OF THE CITY ANNUAL WATER REPORT AND THE 1987 WATER ALLOCATION PROGRAM Dave Bugher, Associate Planner, presented the water report; he gave a historical presentation of 1986 figures including number of building permits issued, number of water equivalencies in re- lation to pipeline replacement and retrofit, and number/type of development during 1986. Mr. Bugher then reviewed the 1987 recommendations, suggesting 70 residential units in 1987 would be compatible with the Measure F guidelines, and allocating 16 multi -family units and 54 single family residences. Mr. Bugher stated the Water Advisory Board has reviewed the An- nual Report and concurred with most of staff recommendations. Additionally, they recommended: 1) applications for remodels/ad- ditions/enlargements that require a Conditional Use Permit be re- quired to install water -saving devices; 2) suggested the City promote more retrofitting in the future; and 3) recommended no MINUTES - MORRO BA_ ITY COUNCIL ADJOURNED REGULAR MEETING - MARCH 4, 1987 PAGE 2 water be distributed under the pipeline replacement program due to an inability to quantify the program to substantiate actual water savings at this time. Mr. Bugher reviewed current water and sewer availability fees and outlined suggestions for changes/increases in rates. He also noted a new School Impact Developers Fee that will be implemented in April 1987. The City will not receive any of the monies real- ized from this School Impact Fee. Councilmember Odell asked several questions regarding the pipe- line replacement program to which staff responded. He expressed concern that people would feel there is a certain amount of water "banked" and that amount might not really be available; he sug- gested the need to fine-tune the allocation model. Councilmember Odell asked how many residences can still be retrofitted in Morro Bay? Mr. Bugher stated approximately 4,000 residences could still participate in the retrofit program. Councilmembers discussed availability fees; Councilmember Sheetz stated during a League of California Cities meeting, she found a number of cities charge much more than Morro Bay does for water and sewer hookups. Councilmember Sheetz asked questions regarding well levels; Mr. Nichols stated we are about 50% to 60% behind the average rain- fall this year. Councilmember Lemons commented the City has been withdrawing less water with population increases during the past few years. Mr. Nichols said the overall water use has stayed about level, which would indicate the City is using less water per capita. Councilmember Lemons opened the matter for public hearing. Susan Harvey requested more single family residences be allowed in the program. Rick Laylan favored controlled growth and pre- ferred the reduced -fee retrofit program to the pipeline replace- ment program. John Hummel also spoke in favor of the retrofit program as opposed to the pipeline replacement program, with ap- propriate incentives. Jim Nance indicated he was on a tight bud- get and could not afford to go retrofit; he wanted to build with pipeline water. Walter Brown also commented on the program, and was concerned about the upcoming school development fees and the timing of re- ceiving City permits. MOTION: Councilmember Sheetz moved the public hearing be closed to the public. The motion was seconded by Councilmem- ber Odell and carried. (3-0) MINUTES - MORRO BAY CITY COUNCIL ADJOURNED REGULAR MEETING - MARCH 4, 1987 PAGE 3 Councilmember Sheetz preferred the retrofit program to the pipeline replacement program; she believed the retrofit program can never really be proven, although it appears to be working. She indicated she was not in favor of awarding any future pipe- line water at this time. Councilmember Odell agreed, but sug- gested the 25 to 30 pipeline water equivalencies proposed for award would seem to be warranted. The question to him was what is the Council's "comfort -zone" under the pipeline program? He also indicated he would not like to see an increase in fees for water and sewer hookups under retrofit. Councilmember Lemons supported the retrofit program, but also felt the records show the City's per capita use is declining, so the pipeline replacement program must work. He favored also awarding 25 or 30 water equivalencies under the pipeline replace- ment program. He suggested retrofit fees be discussed at budget time, but indicated he disliked the assault of fees upon a new homeowner. MOTION: Councilmember Sheetz moved the 1987 water equivalency program be based upon the retrofit program. The motion was seconded by Councilmember Odell. Discussion followed regarding whether the motion precluded award- ing pipeline water. Mr. Napper suggested the motion, as liter- ally worded, would do so. Councilmembers Sheetz and Odell withdrew the motion. MOTION: Councilmember Sheetz moved the allocation for 1987 be for 70 residential units; 54 single family, and 16 multi -family. The motion was seconded by Councilmember Odell, and carried on the following roll call vote: AYES: Lemons, Odell, Sheetz ABSENT: Miller ABSTAIN: Reddell MOTION: Councilmember Lemons moved the proposed resolution be changed to reflect the Water Advisory Board recommenda- tion that up to 30 water equivalencies from pipeline replacement be allowed as a one-time allocation.
