Facility Coordinator Recreation Coordinator Deputy City Clerk Bob Burke, representing the Chamber of Commerce, stated he and other members of the Chamber were present to provide input on the Harbor Festival; he asked if this would be the appropriate time. Mayor Reddell stated they would be given an opportunity to speak when the item came up on the agenda. DECLARATION OF FUTURE AGENDA ITEMS Councilmember Odell stated he had been approached by a number of people regarding placing new signs at the entrance of the City. He said Council had established a citizens advisory committee ap- pointing him Council liaison; he requested the Recreation and Parks Commission appoint a member of their board to this ad -hoc committee. He also asked the Chamber of Commerce to appoint a representative. MINUTES - MORRO BA. C-ITY COUNCIL SPECIAL MEETING - MARCH 24, 1987 PAGE 2 A. PUBLIC HEARINGS, REPORTS & APPEARANCES A-1 RECREATION AND PARKS ANNUAL REPORT Steve Wolter, Recreation and Parks Director, presented the De- partment's Annual Report. He noted the Recreation and Parks De- partment has provided programs to the community for the past 20 years, and touched on historical events which have improved the quality of life in Morro Bay: the dedication of Keiser park, im- provements to the parks on the Embarcadero, the recent improve- ments to the City Park on Morro Bay Boulevard, and many more. Councilmember Lemons said he was concerned about the removal of large shrubs or plants in the City Park for protection against the elements and asked if the plants would grow back. Mr. Wolter stated the new plants are fast-growing and will be quite large at their maturity to offer that screening. Mr. Wolter discussed the renovation of the Veteran's Hall, and progress on the Community Center project. He noted the final Master Plan for the Tidelands Park was adopted in 1986. He reviewed sports activities including the number of leagues and teams in the City; sports and fitness programs produce about 60% of the Department's revenues. Mr. Wolter stated November and De- cember are the Department's low revenue -producing months because they do not have planned sports during this time. He discussed special events, and noted they do not always raise enough revenue to pay their expenses. Councilmember Odell was impressed with the number of volunteers, and Mr. Wolter said the Department was also pleased and noted they have a very capable Volunteer Coordinator who is also a volunteer. Councilmember Sheetz complimented Mr. Wolter on the report, say- ing it was a very good one. Mr. Napper agreed, commenting Mr. Wolter is the City's "Grants Person" and the community and City owe a lot to him for the pro- ject revenues he has raised through obtaining grants. B. UNFINISHED BUSINESS B-1 REPORT ON PARTNERS SITE AND LICENSING REQUIREMENTS Julie Spier, Recreation Coordinator, gave a brief background on the PARTNERS program which is operated in the City Recreation Hall. She explained the new stringent State Licensing require- ments for a program of this nature and said the City would be ex- empt from these requirements if the program was held on school grounds. Currently there is no room for the program on Morro El- ementary school grounds, and Ms. Spier discussed the possibility of the City purchasing a trailer in conjunction with the School MINUTES - MORRO BA. ^ITY COUNCIL SPECIAL MEETING - MARCH 24, 1987 PAGE 3 District to place on school grounds and from which the program could be operated. Ms. Spier also said the Del Mar School is expected to be re- opened in September 1988 and there should be room for the program at that site. She noted demolition of the Recreation Hall to make room for the Community Center will coincide with the opening of Del Mar School, so the program can continue to operate out of the Recreation Hall for some time, and then possibly conduct a program at both Morro Elementary and Del Mar schools. Several Councilmembers and Commissioners suggested approaching the State Social Services Department regarding an interim solu- tion to the licensing requirements. Commissioner Halterman asked what Atascadero was charging for their similar program, and Ms. Spier said they were charging much more and had 3 sites with about 40 children at each site. Mr. Wolter suggested raising rates next year which would enable the City to open 2 sites. However, the Department would still be faced with the problem of where to meet and staffing problems. There was further discussion and it was suggested the City appeal to the School Board for one classroom. Commissioner Halterman said this is disruptive to the teachers, they do not want chil- dren running around the grounds or in their classrooms after school hours; also, there are no rooms available. The City Council directed staff to continue working with the San Luis Coastal Unified School District to provide on -campus space for the City's PARTNERS Program, based upon findings that respon- sibility for latchkey kids is a school problem and obligation too. B-2 STATUS REPORT ON TIDELANDS, BAYSHORE BLUFFS AND CENTENNIAL PARKS Tom Freeman, Facilities Coordinator reviewed the progress on de- veloping these various park areas. He noted the approval of a Tidelands Park Master Plan after much controversy and public in- put; the City is currently exploring avenues for grants to de- velop this valuable area. With regard to the Bayshore Bluffs Park, the City is working with project interest holders of the Bayshore Bluffs development to establish a maintenance agreement for the Park until a Homeowners Association is established to handle this. Development of the Centennial Parkway, which is the area at the end of Morro Bay Boulevard, includes removal of the existing restroom at the street -end, replacing it with sidewalks, land- scaping and street furniture, and improvements to the Giant Chessboard. Councilmember Lemons asked several questions regarding the status of Bayshore Bluffs Park and its maintenance. Mr. Napper reviewed MINUTES - MORRO BA. CITY COUNCIL SPECIAL MEETING - MARCH 24, 1987 PAGE 4 the meetings the City has had with the lending institution in possession of the development. The original bond on this project has been liquidated by the City, and the City has made some pub- lic safety improvements with these funds. He said the City will be contacting the lending institution with a proposal for the City to install improvements and minimal maintenance, provided the lender pay the City for services invoiced. Mayor Reddell suggested the Building Inspector inspect the Cen- tennial Stairway to make sure it is up to Code. There was also discussion about a tree at the site which should be replaced; Mr. Wolter stated his department would monitor the situation and re- place the tree if necessary. B-3 DISCUSSION OF 1987 HARBOR FESTIVAL AND RECOMMENDATIONS FOR IMPROVEMENT � Mr. Wolter reviewed this matter noting no plans have been initi- ated for the 1987 Harbor Festival; he reviewed problem areas in the 1986 Festival and solutions which have been provided. He said the main problem is the Festival has outgrown the ability of the Recreation and Parks staff to handle. There was considerable discussion among Council and Commissioners as to ways to handle the growth of the Festival; there was a gen- eral consensus, however, to continue with the Festival and im- prove it as much as possible. Mayor Reddell asked about the "Morro Rock Fund"; Mr. Wolter ex- plained any profit from the Festival has been placed in a Morro Rock Improvement Fund for future improvements at Morro Rock. Currently, there is $6,000 to $7,000 in the Fund. After further discussion, Chamber of Commerce input on structure, and exchange of ideas, the City Council requested the Recreation and Parks Commission to review the objectives and organizational structure of the Harbor Festival with final recommendation to the Council. C. NEW BUSINESS C-1 SPRING FESTIVAL OF THE ARTS REPORT Julie Spier explained the Spring Festival of the Arts is a new event for Morro Bay which will focus on visual, musical and per- forming arts through exhibitions, concerts, workshops, films, and dance; it is planned for May 1987. She reviewed the events planned, including a Musical Saturday -Family Art Festival during the last weekend of the Festival to be held at Del Mar Park. Mr. Napper suggested the San Luis Obispo County Visitors and Confer- ence Bureau be contacted to publicize the event in their market- ing of the area. This was a report only; no action was required. MINUTES - MORRO BA CITY COUNCIL SPECIAL MEETING - MARCH 24, 1987 PAGE 5 C-2 STATUS OF EVENTS FOR U.S. CONSTITUTION BICENTENNIAL PROPERTY CITY CELEBRATION Steve Wolter reviewed the National Celebration and suggestions for celebrations in Morro Bay. During discussion, Councilmembers and Commissioners believed the City should participate in the event, but did not establish actual celebration content. The matter was referred back to the Recreation and Parks Commis- sion for their guidance and implementation of a volunteer -spon- sored celebration ADJOURNMENT MOTION: Councilmember Odell moved the meeting be adjourned.
