BUDGET STUDY SESSION - JUNE 8, 1987
RECREATION HALL - 8:30 A.M.
Mayor Reddell called the meeting to order at 8:40 a.m.

MOTION: Councilmember Miller moved the Recommended Budget be
cut 10% across-the-board to eliminate the need for
water and sewer rate increases.
Motion failed for lack of a second.
MOTION: Councilmember Miller moved staff provide a written re-
port on why Joy (Jensen) Elliott has received $9,000 in
salary increases since 1983.
The motion failed for lack of a second.
MOTION: Councilmember Sheetz moved Council effect a 10% overall
cut so no water/sewer rate increases are necessary.
Councilmember Sheetz withdrew this motion.
MOTION: Councilmember Sheetz moved Council try to reduce the
budget by $105,000 so as to eliminate the proposed
water and sewer rate increases (10%). The motion was
seconded by Councilmember Miller and carried, with
Councilmember Lemons and Mayor Reddell voting no.

There was discussion of the need to establish reserve accounts
for depreciation of capital assets.
NON -DEPARTMENTAL
Louise Burt reviewed the Aid to Agencies portion of this depart-
ment. Staff budgeted $3,050; $3,448 has been requested by vari-
ous non-profit agencies.
Comments were heard from various agencies requesting 1987-88
funding. These were Louise Cardinali, RSVP; Mary Emily

McCormack, Caring Callers; Bob DeSomer, Salvation Army; Wanda
Strassberg, Hospice; Sara Backer, Family Services Center; and
Maria Singleton, Hotline.
MOTION: Councilmember Sheetz moved for approval of $3,448 fund-
ing to Aid to Agencies, provided adoption of final Bud-
get. The motion was seconded by Mayor Reddell and
unanimously carried. (5-0)
COMMUNITY PROMOTIONS
Mayor Reddell discussed the deteriorated condition of the Christ-
mas decorations, and questioned if the City could replace these.
Ann Udell, Chamber President, suggested a joint project between
the City and Chamber for replacement over a period of years.
Gary Napper commented the City Community Promotions Committee
could review this idea; replacement costs are expensive.
Chris Thompson, Chamber Manager, introduced a Chamber request for
the City to increase the Outside Community Promotions Fund by an
additional $15,000, making the total Community Promotions Budget
$80,500.
Following lengthy discussion, it was Council consensus to take
the $15,000 increase request under advisement.
Steve Seybold from Crimestoppers appeared to request funding;
Council advised him that his request had been accepted condi-
tioned upon final Budget adoption.
Councilmember Miller had to leave the meeting at 11:15 a.m. for
a prior appointment.
There was discussion on the Animal Control contract, the increase
in cost, and that the $16,000 net program cost was more efficient
than the City handling the service.

mended a title change for Ardith Davis to City Clerk, predicated
upon Council approval of this action on June 22nd.

Discussion of the proposed budget; no changes.

No changes.
MOTION: Councilmember Sheetz moved the meeting be adjourned.
The motion was seconded by Councilmember Odell and
unanimously carried. (5-0)
The meeting adjourned at 12:20 p.m.
