BUDGET STUDY SESSION - JUNE 9, 1987
RECREATION HALL - 8:30 A.M.
Mayor Reddell called the meeting to order at 8:40 a.m.

Councilmembers discussed the various accounts in this department,
and the role of the Recreation and Parks Commission in selling
advertising.
MOTION: Councilmember Lemons moved Council commend the Recre-
ation and Parks Department and Commission for "Murder
in Morro Bay" and the Spring Festival of the Arts, and
encourage additional similar programs. The motion was
seconded by Councilmember Sheetz and unanimously car-
ried. (5-0)
Council and staff discussed the Custodian position and contracts
vs. in-house employee service.
COMMUNITY DEVELOPMENT
Bill Farrel reviewed his departmental budget. There was discus-
sion regarding the inclusion of a permanent 1/2-time position on
the Code Enforcement Officer. Mayor Reddell believed there was
more need for a plan-checker/inspector than a Code Enforcement
Officer.
POLICE DEPARTMENT
Dave Howell reviewed his budget.
Councilmember Miller suggested deletion of the Lieutenant's posi-
tion for a Sergeant to work in the Detective's Bureau; this would
release an Officer assigned to this function back to patrol.
Councilmember Lemons suggested adding one more officer position

in the Budget to maintain full deployment during chronic hiring/
attrition cycles.
Councilmember Miller commented the Department may want to inves-
tigate a different shift schedule of 6 AM-2 PM, 2 PM-10 PM, 10
PM-6 AM. Councilmembers also discussed the desire to have physi-
cal fitness standards and an on -going fitness program for public
safety employees.
MOTION: Councilmember Miller moved the meeting be adjourned.
The motion was seconded by Councilmember Sheetz and
unanimously carried. (5-0)
The meeting adjourned at 11:40 a.m.
