MINUTES - October 28, 1986 MOTION: Motion to approve the minutes by Boardmember Minetti, second by Councilmember Lemons. Motion carried. (10-0) FLOW COMPARISON STUDY - Third Quarter 1986-87 Nick Nichols went over the written report and pointed out that the percentage had changed slightly. Morro Bay was 72.3% and Cayucos 27.7%, showing a slight increase on the part of Cayucos. President Bergmueller asked if the Cayucos meters and the meters at the treatment plant agreed. Darrell Richards said yes and the meters are scheduled to be calibrated next week. FINANCIAL STATEMENTS - Third Quarter 1986-87 Louise Burt presented a summary of the last 9 months and pointed out that the actual expenditures were less than budgeted due to significant savings in capital projects. As a result of the savings she recommends a reduction in the fourth quarter payments. Morro Bay share $93,345.75, Cayucos share $25,306.75 less rent credit of $9,961.00 with a balance due of $15,345.75. Gary Napper asked about the overtime listed at the treatment plant. JOINT POWERS COMMITTEE MINUTES JUNE 9, 1987 PAGE 2 Nick Nichols said it was due to a staff shortage and not because of problems at the plant. FLOW COMPARISON HISTORY At the request of the Joint Powers Committee Mr. Nichols had prepared a report on the historical comparison of flows to the treatment plant. Mr. Nichols went over the charts and graphs and answered questions. The study showed a slight downward trend of the average flow from Morro Bay which reflects results from longterm water conservation by the residents of Morro Bay. Mr. Nichols said that Morro Bay is installing plastic inserts in some of their manholes in order to reduce infiltration. President Bergmueller said that Cayucos has done smoke testing to find any downspouts connected to the sewer. PROPOSED TREATMENT PLANT BUDGET - FY 1987-88 Mr. Nichols said that fortunately the treatment plant has caught up with most of the capitol needs, this year the needs will not be as many as last. The current budget was $811,232.00 and the recommendation for comming year is $731,546.00. Louise Burt said the estimated quarterly deposits are Morro Bay $136,541.25 and Cayucos $46,345.25. Gary Napper said there was not an increase in personnel at the plant and the seven employees working now, will be primarily devoted to the operation of the plant. Mr. Napper said that any work done for the City is split out on the time cards. BROWN AND CALDWELL REQUEST FOR SETTLEMENT Mr. Nichols explained that since completion of the treatment plant there remain some warrenty problems. He gave a brief description of the problems with each item, digester piping modifications, digester #3•floating cover, exterior lighting fixtures, on -site storm drainage and the chlorine residual anaylizer. Mr. Nichols said Brown and Caldwell has submitted a settlement agreement which offers $20,000.00 for release of all present and future responsi- bility. A discussion followed with many questions asked. Councilmember Lemons said he thought Brown and Caldwell should be told no settle- ment would be considered until after the final audit is completed. MOTION: Motion by Councilmember Odell to respond to Brown and Caldwell's offer by letter, pointing out the fact that all involved items are necessary and must be in working order and inform them that the Joint Powers Committee is not willing to agree to a release of liability until the final audit has been completed. Second by Board - member Borradori. Motion carried (10-0) JOINT POWERS COMMITTEE MINUTES JUNE 9, 1987 PAGE 3 CAYUCOS SANITARY DISTRICT ODOR -CONTROL N. MAIN STREET President Bergmueller said no progress had been made with the air injection modifications and Cayucos was looking into Chlorine Dioxide treatment. Darrell Richards stated he was against Chlo- rine Dioxide and told of several possible problems. He said he felt the odor problem could be solved by the addition of a dif- fuser to the existing air injection systems. It was mutually agreed that Morro Bay and Cayucos personnel would meet at Station #5 to study the situation and work to solve the problem. OWNERSHIP/TRANSFER OF OLD MAIN STREET LINE President Bergmueller stated that the. Morro Bay Master Sewer Plan showed the need to acquire increased conveyance capacity in the north Morro Bay area. He referred to the staff report and an offer of $14,526.32 for Cayucos' 40% share of the old Main street line. He said the offer was dirt cheap. Boardmembers Earley and Minetti said they would prefer to retain ownership and rent Cayucos' portion to Morro Bay. Futher dis- cussion followed and Mr. Napper said Morro Bay does not need the capacity immediately. MOTION: Boardmenber Minetti moved the issue be tabled to a later date. Second by Boardmember Earley. Motion carried. (10-0) RWQCB BAY SAMPLING PROGRAM Mr. Nichols reported the Regional Board will have the results of their study available in July. During the study there were other dischargers found. The treatment plant effluent must continue to be treated with chlorine. TREATMENT PLANT CAPITAL IMPROVEMENT PROJECTS Mr. Nichols reported there were substantial savings on several of the capital improvement projects during the year. He gave a prog- ress report on each of the items and included the individual savings for each. Mr. Nichols said many of the savings are to be attributed to Darrell Richards and his staff. ECOMAR Mr. Nichols reported that the EPA has responded to our appeal and they will review their earlier decision concerning the eligibility of ECOMAR costs. A reply should be received by the end of July. j JOINT POWERS COMMITTEE MINUTES JUNE 9, 1987 PAGE 4 TTRRP FFF Mayor Reddell asked the rate being charged by Cayucos for the sewer user fee and if an increase was anticipated. President Bergmueller said each single dwelling unit is charged $8.20 per month and Cayucos does not anticipate an increase. He also stated the charge was started in Cayucos in 1976 when the Grant was first approved. MOTION: Council member Rose Marie Sheetz moved to adjourn the meeting. All were in agreement.
