BUDGET WORKSHOPS
The Morro Bay City Council will meet at the following times to study
the proposed budget for the 1987-88 fiscal year, The meetings will
be held in the Recreation*Hall, located at the corner of Shasta and
Dunes Streets, in Morro Bay, A copy of the proposed budget will be
available for public review in City Hall and the Morro Bay Library,

BUDGET STUDY SESSION - JUNE 11, 1987
RECREATION HALL - 8:30 A.M.
Mayor Reddell called the meeting to order at 8:40 a.m.

Mr. Napper gave an overview of the water/sewer rate increase pro-
posal; the City would receive a $50,000 net revenue increase from
water, and $55,000 from the sewer rate increase.
WATER
Council discussed new water projects, and established a priority
schedule as follows:
1. Toro Creek Well Production
2. Coastal Stream Diversion Project
3. San Bernardo Dam Project
4. State Water Project
The Water Advisory Board petitioned Council to retain their full
request for $1,700 for water conservation activities. Staff was
directed to add $500 to the Aid to Agencies $1,200 budget for
this request.
MOTION: Councilmember Sheetz moved Council hold a meeting next
week with the City Attorney to discuss legal authori-
ties to having City do off -site water retrofits, and
sell the water saved back to developers. Discussion of
the pipeline replacement program would also take place.
Mr. Napper suggested there isn't enough time before the budget is
adopted to develop this suggestion. He suggested Council delete
the rate increases and work on the issue for the January 1988
budget review. In the alternative, Council could lower the rate
increase to 5%, and work on the retrofit/sell more pipeline water
idea in January 1988.
MOTION: Councilmember Sheetz amended her motion to have the
meeting take place as soon as a legal opinion could be

developed on the idea. Councilmember Lemons accepted
the amendment, and the motion was unanimously carried.

Council agreed to continue budget study session to next Wednes-
day, June 17th at 8:30 a.m.
Council reallocated $227,500 to
in the priority as follows:
1. Toro Creek Wells
2. Coastal Stream Project
3. San Bernardo Dam
4. State Water Project
the New Water Production Reserve
In doing so, the $112,500 for San Bernardo Dam feasibility study,
and $50,000 for the Coastal Stream Diversion Project were deleted
as specific line items.
MOTION: Councilmember Lemons moved the meeting adjourn to
closed session for the discussion of a personnel mat-
ter. The motion was seconded by Councilmember Miller
and unanimously carried. (5-0)
Mayor Reddell stated the meeting was adjourning to Closed Session
for discussion of a personnel item in accordance with Government
Code Section 54947.
The meeting adjourned to closed session at 11:11 a.m.and returned
to regular session at 11:50 a.m.
MOTION: Councilmember Sheetz moved the meeting be adjourned.
The motion was seconded by Councilmember Miller and
unanimously carried. (5-0)
