NOTICE IS HEREBY GIVEN the Morro Bay City Council will
hold a Budget Study Session Wednesday, June 17, 1987, begin-
ning at 8:30 a.m. in the Veterans' Memorial Hall Meeting
Room, 209 Surf Street, Morro Bay, CA. All interested par-
ties are invited to attend. Copies of the Recommended
1987-88 Budget are available in City Hall and the Library
for public review.

VETERANS HALL MEETING ROOM - 8:30 A.M.
Mayor Reddell called the meeting to order at 8:43 p.m.

Mr. Nichols noted the Water Advisory Board endorsed the budget as
amended and supported the 10% rate increase on water services.
Council discussed billing water customers monthly as opposed to
bi-monthly. It was noted the increase in postage by billing
monthly would be offset by higher -interest earnings in receiving
funds on a monthly basis.
Comments were received from Charles Palmer regarding the water
equivalency allocations; he believed the figures were arbitrarily
set, and do not relate to what is built.
Sewer Budget
Council discussed Cayucos Sanitary District and their odor prob-
lem in North Morro Bay as a result of septic waste in their
lines.
Collection Budget
There was discussion regarding the addition of 2 collection sys-
tem workers; it was noted they would be used for system mainte-
nance and repair only, not in treatment. There was also discus-
sion of the need for funding reserves for collection and plant
replacement.

HARBOR DEPARTMENT
Mr. Napper stated this budget represents a 5.5% increase over
last year. They are recommending discontinuing the Reserve Har-
bor Patrol Program, and including additional clerical support.
There was general discussion of parking needs in the Harbor.
Council suggested re-evaluating parking standards for development
in this area.
Councilmember Sheetz asked about the lease site code violations
status, and Mr. Nichols stated the program is on -going.
Council discussed charging a fee for the Boat Launch Ramp, and
referred the matter to the Harbor Advisory Board for a recommen-
dation to Council.
Council commended Alan Davis for doing an excellent job in lease
management.

Council deferred the additional $15,000 request by the Chamber
until after Police negotiations and the Community Promotions Com-
mittee review.
Council retained the $105,000 proposed by increasing water and
sewer fees, and requested monthly billing of these utilities. It
was suggested the Code Enforcement Officer could also look for
water use violators.
MOTION: Councilmember Odell moved the meeting be adjourned.
The motion was seconded by Councilmember Sheetz and
unanimously carried. (4-0)
The meeting adjourned at 12:13 p.m.
