ADJOURNED REGULAR MEETING - AUGUST 26, 1987
VETERANS MEMORIAL HALL - 7:00 P.M.
Mayor Reddell called the meeting to order at 7:05 p.m.

C-1 OATH OF OFFICE BY NEWLY -APPOINTED COUNCILMEMBER
Mr. Napper stated Council, at their last meeting, had appointed
Paul Donnelly to fill the unexpired term of Jim Miller; this term
will expire November 1988. Mr. Donnelly's voter's registration
has been checked at the Office of the County Clerk, Elections De-
partment, and found to be in order and valid.
City Clerk Ardith Davis administered the Oath of Office to Mr.
Donnelly, and presented him with a Certificate of Appointment.
Councilmember Donnelly then joined the Mayor and other
Councilmembers.
C-2 SELECTION OF MAYOR PRO TEM, AND APPOINTMENTS TO INTERGOVERN-
MENTAL BOARDS
Mr. Napper stated when Mr. Miller resigned his Council seat, he
also vacated the position of Mayor Pro Tem on the City Council.
He noted the Mayor Pro Tem only serves in absence of the Mayor,
and term is at the pleasure.;,of the City Council.
Councilmember Odell stated 2 Councilmembers, Councilmembers
Lemons and Sheetz, are both qualified to fill the unexpired term
of Mayor Pro Tem. He nominated Councilmembers Sheetz and Lemons
to the position of Mayor Pro Tem, with the actual selection to be
made by a flip of the coin.
Mayor Reddell stated he was not in favor of that method. He nom-
inated Councilmember Lemons to fill the unexpired term of Mayor
Pro Tem; the nomination carried unanimously and Councilmember
Lemons was selected Mayor Pro Tem for the Morro Bay City Council.

Mr. Napper stated Mr. Miller had also left vacant several inter-
governmental board positions and reviewed these: Council SubCom-
mittee on Employee Grievances; Economic Opportunity Commission;
and Tri-Counties Socioeconomic OCS Advisory Committee.
Mayor Reddell stated Councilmember Donnelly is also on the Street
Advisory Committee, and suggested Council appoint Bruce Elster in
his place. Mr. Napper stated Council must consider that item at
the next meeting, as it is not agendized for tonight.
Councilmember Lemons suggested Councilmember Donnelly be ap-
pointed to all vacancies. Councilmember Donnelly asked if there
would be a conflict in serving on the EOC Board since he is a
County employee. Ms. Skousen stated EOC is not a County agency;
there should be no conflict.
After questioning Mr. Napper regarding times of committee meet-
ings, Councilmember Donnelly stated he had no problems serving on
these committees. Council concurred Councilmember Donnelly be
appointed as the City's representative to the Economic opportu-
nity Commission, Council SubCommittee on Employee Grievances, and
Tri-Counties Socioeconomic OCS Advisory Committee.
E. CLOSED SESSION
Mayor Reddell announced Council is adjourning to Closed Session
to discuss pending litigation in accordance with Government Code
Section 54956.9(a) in the matters of Cabrillo Enterirses vs.
City of Morro Bay, Keyoto-Morro Bay, Inc._ and Natalie -Morro Bays
Inc. vs. City of Morro B.�jy, and Western Oil and Gas Association
and National Ocean Industries Association _vs. City of Morro Bayer
et al. There will also be discussion regarding labor relations
in accordance with Government Code Section 54957.6(a).
MOTION: Councilmember Sheetz moved the meeting adjourn to
Closed Session. The motion was seconded by Councilmem-
ber Lemons and unanimously carried. (5-0)
The meeting adjourned to Closed Session at 7:19 p.m. and returned
to regular session at 8:13 p.m.
MOTION: Councilmember Donnelly moved the meeting be adjourned.
The motion was seconded by Councilmember Odell and
unanimously carried. (5-0)
The meeting adjourned at 8:13 p.m.
