ADJOURNED REGULAR MEETING - SEPTEMBER 30, 1987
CITY HALL CONFERENCE ROOM - 6:00 P.M.
Mayor Reddell called the meeting to order at 6:05 p.m.

1. Mark Booker discussed plans for Del Mar Park to convert
the BMX bicycle race track into a barbecue area. He uses this
area for a radio controlled race car track and requested an al-
ternate location be provided if this area will no longer be
available.
D-2 APPROPRIATION OF PARK IN -LIEU FUNDS FOR IMPROVEMENTS AT DEL
MDR PARK
Steve Wolter reviewed the plans for improvements at Del Mar Park
using park in -lieu fees. A group picnic facility will be devel-
oped in the area where the BMX track is currently located. Total
project cost is estimated at $72,700.
Council asked various questions to which Mr. Wolter responded.
There was concern about eliminating the radio controlled race car
activity by using this area for a group picnic area.
MOTION: Councilmember Sheetz moved Council appropriate $46,000
from the Park In -Lieu Fund for the capital project of
installing a group picnic facility and paved pathways
at Del Mar Park. The motion was seconded by Coun-
cilmember Lemons and unanimously carried. (5-0)
MOTION: Councilmember Lemons moved the Recreation and Parks De-
partment be directed to find another site for radio
controlled race cars as long as it appears to provide a
recreational outlet for youth; plus, this relocation be
done before improvements started on the group picnic
area, or Council be informed of the reason(s) why not.
The motion was seconded by Councilmember Sheetz and
unanimously carried. (5-0)
City Attorney Judy Skousen left at 6:29 p.m.

D-3 CITY POSITION ON LEAGUE OF CALIFORNIA CITIES RESOLUTIONS FOR
ANNUAL CONFERENCE BUSINESS SESSION
Mr. Napper noted Council is in receipt of Policy Resolutions
which will be considered by the Business Assembly at the League
of California Cities Annual Convention October 6th. Council
should instruct their voting delegate to the Assembly (Mayor
Reddell) how to vote city City's position on these resolutions.
Councilmembers discussed the various resolutions and made the
following recommendations:
A. Resolution No. 5 relating to auto insurance practices;
Council directed this resolution be opposed as it will
increase auto rates in our area.
B. Resolution No. 10 relating to the Library Construction
and Renovation Bond Act of 1988; Council directed this
be opposed unless it is amended for rural communities
only.
C. Resolution No. 42; support with deletion of last
"Resolve" clause, or change it.
D. Resolution No. 27 relating to "Dimes Against Crime"
initiative; Council said to support if it goes to the
Floor.
Councilmember Lemons requested the agenda item on the water
retrofit legal opinion be postponed to the October 26th agenda.
MOTION: Councilmember Lemons moved the City Attorney's Opinion
regarding a potential mandatory water retrofit program
be scheduled for the October 26th agenda. The motion
was seconded by Councilmember Odell and unanimously
carried. (5-0)
MOTION: Councilmember Sheetz moved the meeting be adjourned.
The motion was seconded by Mayor Reddell and unani-
mously carried. (5-0)
The meeting adjourned at 6:52 p.m.
