MINUTES - MORRO BAY CITY COUNCIL
SPECIAL MEETING OF CITY COUNCIL
January 14, 2026, 4:00 p.m.
Veterans Memorial Hall
209 Surf St., Morro Bay, CA

Council Member Cyndee Edwards

1. ESTABLISH QUORUM AND CALL TO ORDER
Mayor Wixom called the meeting to order at 4:00 p.m. with all members present.
2. PUBLIC COMMENT FOR ITEMS ON THE AGENDA
Mayor Wixom opened public comment for items on the agenda; seeing none, the public
comment period was closed.
3. SPECIAL MEETING AGENDA ITEM(S)
3.a Advisory Board Interviews and Appointments
Recreation & Parks Commission
The following applicants were interviewed for consideration of appointment to the
Recreation & Parks Commission: James Costanzo, Blake Lopez and June Swall.
The Council voted by written ballot and Clerk Swanson read the results into the
record. James Costanzo received five votes, Blake Lopez received four votes
(Edwards, Luffee, Eckles & Wixom), and June Swall received one vote
(Landrum). Mr. Costanzo and Mr. Lopez were appointed to the Commission for
a 4-year term.
Harbor Advisory Board (Member-at-large)
The following applicants were interviewed for consideration of appointment to the
Harbor Advisory Board: Gene Doughty & Andrea Lueker.
The Council voted by written ballot and Clerk Swanson read the results into the
record. Andrea Lueker received five votes and was appointed to the Board for a
4-year term.

Citizens Oversight/Finance Advisory Committee
The following applicants were interviewed for consideration of appointment to the
Citizens Oversight/Finance Advisory Committee: Bart Beckman and Brian
Dorfman. Michael Jones was unable to attend due to a prior commitment.
The Council voted by written ballot and Clerk Swanson read the results into the
record. Brian Dorfman received five votes, Bart Beckman received four votes
(Edwards, Landrum, Luffee & Wixom), and Michael Jones received one vote
(Eckles). Mr. Dorfman and Mr. Beckman were appointed to the Committee for a
4-year term.
4. ADJOURNMENT
The meeting adjourned at 5:05 p.m.
