RESOLUTION NO. 07-26
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF MORRO BAY, CALIFORNIA,
APPOINTING NEW MEMBERS TO THE WATERFRONT MASTER PLAN
ADVISORY COMMITTEE (WMPAC)
T H E C I T Y C O U N C I L
City of Morro Bay, California
WHEREAS, the City of Morro Bay’s Waterfront Master Plan, which is part of the City’s Local
Coastal Program, has not been updated since it was first adopted in 1996; and
WHEREAS, Policy LU-8.1 of the City’s General Plan / Local Coastal Program states that
the City will update the 1996 Waterfront Master Plan with a focus on addressing issues of sea
level rise and future planning for Morro Rock; and
WHEREAS, on August 27, 2024, the City Council authorized the Community Development
Director to submit a grant to the California Coastal Commission under the Local Coastal Program
Planning Assistance Grant Program for $750,000 to update the Waterfront Master Plan; and
WHEREAS, on January 16, 2025, the City signed a grant agreement (LCP-24-04) with the
California Coastal Commission to update the Waterfront Master Plan; and
WHEREAS, on March 11, 2025, the City Council approved the formation of a Waterfront
Master Plan Advisory Committee (WMPAC) to include a total of eight members, including one
representative from each of the City’s five existing advisory bodies/commissions; one
representative from the Embarcadero Master Leaseholders group; one representative from the
Morro Bay National Estuary Program; and one member from the Morro Bay Fisherman’s
Organization; and
WHEREAS, on March 11, 2025, the City Council adopted Resolution 11-25 appointing
representatives from each of eight identified groups to serve on the WMPAC; and
WHEREAS, in January 2026, the National Estuary Program (NEP) and Harbor Advisory
Board (HAB) seats on the WMPAC were vacated; and
WHEREAS, the NEP nominated Carolyn Geraghty to fill the NEP seat on the WMPAC and
HAB nominated Andrea Lueker to fill the HAB seat on the WMPAC.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Morro Bay,
California, as follows:

The City Council appointments to WMPAC are:
i. James Costanzo – Recreation and Parks Commission
ii. Paul Donnelly – Public Works Advisory Board
iii. Carolyn Geraghty – National Estuary Program
iv. Cherise Hansson – Embarcadero Master Leaseholders
v. Andrea Lueker – Harbor Advisory Board
vi. Stephen Peck – Citizens Finance Advisory Committee
vii. Mark Tognazzini – Morro Bay Commercial Fishermen’s Organization
viii. Mark Witkowski – Planning Commission
PASSED AND ADOPTED, by the City of Morro Bay City Council, at a regular meeting held
on this 24th day of February 2026 by the following vote:
AYES: Wixom, Eckles, Edwards, Landrum, Luffee
