HomeMy WebLinkAboutCC_2026-04-21 Special Joint Council and CFAC Meeting Minutes 1 MINUTES - SPECIAL JOINT MEETING OF THE MORRO BAY CITY COUNCIL AND CITIZENS FINANCE ADVISORY COMMITTEE April 21, 2026, 3:30 p.m. Veterans Memorial Hall 209 Surf St., Morro Bay, CA Members Present: Mayor Carla Wixom Council Member Jeff Eckles Council Member Cyndee Edwards Council Member Zara Landrum Council Member Bill Luffee Committee Chair Stephen Peck Committee Member Bart Beckman Committee Member Barry Branin Committee Member Dorfman Members Absent: Committee Vice-Chair Johnson Staff Present: City Manager John Craig Finance Director Emily Conrad City Clerk Dana Swanson _____________________________________________________________________ 1. ESTABLISH QUORUM AND CALL TO ORDER Mayor Wixom and CFAC Chair Peck established a quorum and called the meeting to order at 3:30 p.m. with all Council Members and CFAC Members Beckman and Branin present. CFAC Member Dorfman joined the meeting at 3:37 p.m. CFAC Member Branin led the flag salute. 2. PUBLIC COMMENT FOR ITEMS ON THE AGENDA Mayor Wixom opened public comment; seeing none, the public comment period was closed. 3. SPECIAL MEETING AGENDA ITEMS 3.a Review 2026 Workplan:  Subcommittee Update - Revenue Policy  Subcommittee Update - Measure Q/E Accounting and Reporting Finance Director Conrad introduced the item and turned to CFAC Chair Peck to introduce subcommittee updates. 2  Revenue Policy Subcommittee Members Beckman and Branin sought Council guidance on the intended purpose of CFAC's review of the Revenue Policy and received direction to review the policy language (not a specific revenue stream or fund) and opine on whether the policy is overly broad or prescriptive, specifically regarding the use of one-time revenues, such as the sale of City property.  On behalf of himself and Member Johnson, Chair Peck presented the proposed Allocation/Expenditure Plan work program for Measure Q/E funds. There was consensus to remove items 1 and 5 from the draft work program and agreement the CFAC would refine the work program and return to Council for final approval. Staff recommends the City Council and Citizens Oversight/Finance Advisory Committee (CFAC): 1. Receive and file review of City Council-assigned 2026 Workplan; 2. Discuss potential additional assignments. 3.b Fiscal Year 2026-27 Measure Q/E Budget Requests Finance Director Conrad presented the report and responded to Council and CFAC questions and comments.
