RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF MORRO BAY, CALIFORNIA
IDENTIFYING OFFICIAL SUBJECT TO STATE-MANDATED ETHICS AND
FISCAL TRAINING REQUIREMENTS
T H E C I T Y C O U N C I L
City of Morro Bay, California
WHEREAS, Assembly Bill 1234 (Government Code Sections 53232-53232.4) requires
ethics training for local agency officials who receive, or are eligible to receive public funds through
compensation or reimbursement; and
WHEREAS, the City Council and Planning Commission receive compensation in the form
of stipends and are eligible for travel reimbursement when traveling on City business; and
WHEREAS, Senate Bill 827 amended the ethics training requirements established by AB
1234 and established fiscal and financial training requirements for certain agency officials and
staff whose roles involve fiscal oversight or financial decision-making including the City Manager
and Department Directors; and
WHEREAS, the City Council desires to clearly identify which local agency officials are
subject to applicable ethics and fiscal training requirements, consistent with state law and City
Policy.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Morro Bay,
California, as follows:
SECTION 1. Ethics Training Requirements (AB 1234)
Pursuant to AB 1234 and SB 827, the following officials and City employees are identified
as subject to assuming office and ongoing ethics training requirements.
• City Council
• Planning Commission
• City Manager
• City Attorney
• Department Directors
• Finance Manager
All other appointed members of Boards, Commissions and Committees shall continue to complete
ethics training within six months of assuming office but shall not be subject to ongoing renewal
requirements unless otherwise required by state law.
SECTION 2. Fiscal and Financial Training Requirements (SB 827).
Pursuant to Senate Bill 827, the following officials and City employees are identified as
subject to the required fiscal and financial training:
• City Council
• Members of the Citizens Oversight/Finance Advisory Committee
• City Manager

• City Attorney
• Department Directors
• Finance Manager
• Senior Fiscal Analyst
Designation under this section is based on the direct responsibility for budget development, fiscal
oversight, financial reporting, or the review and recommendation of financial matters associated
with these positions.
SECTION 3. Administration
The City Clerk shall administer and track compliance with applicable ethics and fiscal
training requirements consistent with this Resolution and state law.
PASSED AND ADOPTED by the City Council of the City of Morro Bay at a regular meeting
thereof held on this 9th day of June 2026 on the following vote:
